- Yes, Chiori tailored the outfits for those other characters. Navia (tall blonde), Kirara (nekomata girl), Lyney & Lynette (twin magicians). As well as the accessories for another character's camera, Charlotte. - The dolls, Tamoto, are used to model clothes while she makes them as well as assist in battle with supporting fire. - The thing she picks up at the end is an accessory from Navia's hat. Likely fell off due to too much physical activity on Navia's part. Chiori sighs because this is a somewhat common occurrence given that she can only make the clothes so durable while also being stylish & comfortable. Kirara has to visit Chiori regularly to have her clothes fixed due to wear & tear from her job as a long distance currier.

Tamoto is a puppet that Chiori used to try out her designs before making them full sized way before she obtained her Vision. It only came to life when she obtained her Vision, thus becoming actual partner in combat as well as model.

Navia and Chiori are good friends and also sometimes work together! And Navia's outfit was made by Chiori too. (as well as lyney and lynette's and kirara's outifits) Man, I really love Chiori, her story and personality are something that I enjoy a lot and find comfort/inspiration in. Such a breath of fresh air, too. Also, she is a 5*.

As far as I know the doll is just a part of her skill kind of like how Guoba is with Xiangling but I haven't read Chiori's background to that extent to point out her significance on story

They are the first things she made, she use it to fight and also created her arts (outfits) its in her character story. The same way Guoba in Lore is not just Xiangling skill but also a character of its own entirely

Yayy Chiori! She's a 5 star btw! I managed to win my 50/50 for her and I don't regret it one bit, I love her style, personality, story! And yes she designed the outfits for those characters! The doll is just what she uses to test outfits and in her combat it's basically a minion which attacks enemies. I really enjoy her playstyle!

@@Sacration yeah I corrected that but Charlotte's dress is made by Chiori for this case. I completely forgot about Wriothsley and Clorinde and Sigewinne. But maybe she has tailored it for Clorinde and we just don't know until she released?

Characters in Genshin are often introduced gradually into the world, first their name is mentioned in some paper or book ingame, or conversations with other characters or NPCs, or locations (the Chioriya boutique is there since the very first Fontaine update, it just so happen that we didn't meet its owner until the Fontinalia festival (Cannes festival in Genshin, basically)). Every character has also specific voice lines about some other playable characters or important figures, so that's another way to introduce them. For instance, we know that there is a Fontaine girl named Emilie who knows everything about perfume, has been mentioned in some voice lines and conversations, and we've still not met her yet nor do we know what she looks like.
