The ‘wait for the pop’ while disgusting to witness their excitement watching the replay, BUT the bigger issue is: first when reviewing the cop knew when to watch for it. Proving he knew when it happened and did nothing to render aid. Then while the woman sits in detention, the cops watch the recording for laughs, still not getting the woman medical attention. So no excuses of ‘I didn’t know she was in pain/needed medical attention.’. Cop knew exactly when he broke the woman’s arm, then showed it off. The male cop had to be charged. The female cop assisted so should be charged. The 3rd cop watching the video should be charged, seeing the assault on video, offered no aid. All incident that have any use of force should mandate the victim must be transported to a hospital. Not the jail nurse, who is on the payroll and willing to lie and cover up.

I have been watching this case from Australia. All these officers need to be charged. All the bodycam videos for the past 2 years should be watched. I can guarantee, that this is their normal daily behaviour. They know they are protected. This is a perfect example of them walking away with no charges. That chief will be still laughing. The Judge that decided to not charge all of them should also be made accountable. The whole department needs to be looked into. Dont let them get away with it. Keep this going. Print photos of all the faces for the world to see. My heart goes out to the family. So so Sad and heartbreaking to watch.

Yes, go back and review body cam footage from all in this department. No three cops together would share the same twisted view of harm to an 80 yr old woman unless it was the culture of the department! If the public can plainly see there is a pattern- 100% of the four involved shared the same view, that is the same as with George Floyd, it would define conspiracy. My mother is 81 and has the beginnings of dementia. I can totally picture her walking out of a store and forgetting to pay, even though she has always been the kindest, most honest and law-abiding person on the face of the earth. I can't even begin to express how I would feel if she was treated this way. What would I want to say to those cops? "You'd better watch your back!" This is unfathomable and so infuriating that it's almost impossible to put into words. Every single one involved in this brutality as well as the cover-up needs to be in prison.

Qualified immunity was ended in Colorado shortly after the George Floyd protests. Officers are on the hook for the lessor of 5% of the judgement or $25,000.00 and the precinct indemnifies it's officers.

The other issue, even with out immunity, is that the offending officer will turn around and get hired by some other police agency a county over or at another state without any background checks. Because, unlike criminals, bad cop's records are not shared willingly with other precincts. And even if they are shared, some precincts don't care if they are hiring "criminals", cause once a cop always a cop? How is it that a students records can fallow a person all the way through collage graduation or what ever level of education they aspire to, but a cops misconducts disappears once they leave their current office, this is not a private job, this is a public work environment, not paid by private funds but taxes. And yet workers rights get thrown about when accusations of misconduct are brought up, then soon after the offending cops are hired elsewhere in same public service. And this is what is wrong with the judicial system, Prosecutors and judges will protect the police as long as "criminals" are brought in. And why George Floyd is just another notch on the legacy of the "crime" prosecuting regime, to the detriment of us all. This is not about race issues, this is about justice. We all as a nation seek justice from criminals, all criminals, and we aren't getting it while criminals can hide from justice by those providing us this supposed justice.

@@dorkusmingus The reason they get rehired, is something the union does. The union seems to have info way before the sheriff, or DA is about to present. The Union will inform the officer he is about to go down. So the officer does something, that protects him from department firing. He resigns, before a hearing is even setup. This only leaves him on the hook for any civil suit.. Mean while he can apply at another police station, as long as he has no verdict of a felony. This resign insures the issues can't be placed on his record, due to him no longer being employed. Civil suits don't effect job qualifications, unless your arrested and jailed under a felony. This is what needs to be changed first.. And then we attack policy next, because policy is not Law. " policy allows them to violate your rights, while they think it's ok"

@@lisamaitland157 Yes and no, take Arizona, it has a means via a state entity that all police in the state have to register to and get a license from to be police. The departments do not report said members that have conduct negatives in their records, whether they resign or get fired, and then are able to become officers elsewhere because they still hold a license as the agency does not have a clue about their misconducts. The AG's are also required to do so and won't because reporting said officers could jeopardize the cases they have. This is all ignored even though the Brady list system cannot be ignored, but it is. Brady is a Fed law, how many other states do you think ignore it and allow fired cops working elsewhere? Yes police Unions protect their own above the citizenry, and I agree this needs to be stopped, but how many times have you seen the Government go against a police union but turn around and send in the Pinkertons against another union strike? Its protectionism, cause the police is part of the Government.

I’m very pro law enforcement but that was outrageous and there absolutely should be criminal charges against every single one involved. If this had happened in a hospital or any other care facility there would be charges for this abusive behavior so why not law enforcement? Shame! "Not all police are bad" So because everyone in the Loveland department didn't beat down Karen Garner or huddle up for a laugh while watching her arm snap they are not all bad. This type of sadistic behavior doesn't just happen. Karen Garners case reflects a sick culture within policing. Saying they just need more training is silly. If we need to train police to have empathy and appropriate use of force for an 80 pound 73 year old woman, something is very wrong. One bad apple is like saying, just one bad link in the chain. Like a chain is only as strong as the weakest link, the strength of the department is determined by the individual officer.

As a 58 year old man, I’m totally sick to the core at what I’ve witnessed. I so want to hold Ms Garner and try to reassure her that things will be ok. Her daughter and daughter-in-law did her proud, as did her Solicitor. I cared for my dad with EARLY DEMENTIA, my heart was broken several times a day trying to get through to him--- i can only imagine that Ms Garners loved ones are having such a difficult time trying to reassure her. I will pray for Ms Garner and her family in tje hope that her fear can be eased as time goes on. With that being said, i know thats a difficult task. I hope police forces across the world will be trained to look for signs of dementia and how to deal with the elderly and the frail. GODS BLESSINGS BE UPON MS GARNER AND HER FAMILY. 🙏🏻🌹💐🙏🏻

This is so infuriating! I cared for my nanny and pappa for many years. As we knew her dementia had begun. My great grandmother had dementia. Her mother. So we were as prepared as you can be. I read the books. And reached out to a friend who had gone through the stage with her mother. I watched her disappear and return to me. How dare this Ever occur. Shame is not even a proper statement of what these people deserve to describe them. To the family. You are all in my prayers. And in my heart. Any and all Police Chiefs must read all previous days and or nights blotter reports(its part of their jub/duties as a Police CHIEF). Loveland has a Blue Line report that highlights any and all injuries of that previous days actions. This Blue Line highlight is to make sure the Police Chief is clearly notified.

In NYC in the 1960s, after a lot of horrible police actions AND honest police officers FINALLY standing up, a "Blue Ribbon" Commission was appointed. Their final report included a long addendum saying that they seriously considered recommending the whole police department be fired, from the Commissioner to secretaries, and calling in the National Guard to keep order until a new police department could be created. They decided not to ONLY because it would be unfair to the National Guard. Instead they recommended a long list of changes. Can you imagine how bad it must have been to consider firing EVERYONE!??!! If your imagination needs some help, look for the book "Serpico", later made into an excellent movie, about one of the honest cops who stood up ... and he's still in witness protection, by the way. At least they will have funds to get good care for her. After attorney fees 3 million isn’t as much as it seems. Good care facilities can cost $5,000 a month. Police departments all over Colorado are abusing the elderly and other vulnerable citizens. It’s a disgrace! Chief Ticer is also a disgrace to the armed forces which he reportedly served. He has no integrity or honor. I’m sure most of Loveland’s officers, about 97, are good people trying to do their job honorably and these 8-10 corrupt cops give the others an environment of dishonesty and filth. It’s so unfair for them. A good leader would step down in a shameful failure but Ticer doesn’t seem to care about his officers or public trust. What a moron!

The district attorney's office should be automatically recused from dealing with crimes committed by police. That tells me that either, the good cops are vastly outnumbered and the bad cops are comfortably in charge, or police culture in this country has gone awry and the entire system is now in terrible need of a complete overhaul, both of which stand in contrast to the typical 'few bad apples' excuse they are feeding us.

I am a male construction worker in my fifties, and am left in tears by this. I believe that people entrusted with law enforcement duties should be required to have a 4 year college degree in law enforcement. The degree should focus on law, psychology, administration, investigation, ethics, etc. Then they would have to pass a law enforcement bar exam, pass a character and fitness investigation, and then be required to pay for their own malpractice insurance. This would go a long way to professionalizing law enforcement. The higher salaries paid would be more cost effective than having the taxpayers who employ them pay enormous legal fees and payouts as they do now. This way the taxpayers money would be going towards quality law enforcement, not lawyers and legal fees.

This whole thing is a smokescreen by the chief. He trying hard to appear "proactive", yet the Sargent has simply been given a few vacation days and the two thug cops only got token charges. Rest assured, if a citizen broke a cops arm, dislocated his shoulder, then posted a video laughing about the nice "POP", there would be vastly different charges. Sadly, they will settle this to shut it down. This needs to go to a jury.

And, that's what always happens, along with convenient sealed records and an "undisclosed" settlement. That's why no ne is ever held accountable and nothing changes. The MOST that happens is a few free days off (admin leave), internal investigation, then let insurance pay the settlement.

Yes correct but that's a civil court action which costs a hell of a lot, here in the UK about £30,000 / my guess in the US probably 10x that. This his what the establishment had done which equals only the rich get justice while the general public getting nothing.

This was painful to watch . There is nothing funny about anyone abusing an elderly woman . All three of these women are very couragous for speaking out about this . It was more than obvious that the Daughter and Daughter in Law are good people and love their Mother and Mother in Law . It was particulary heart breaking seeing the Daughter in the pain she is in . How could any person { Man or Woman } feel good about hurting an Elderly Lady ? I know of atleast one Police officer in a state other than Col. , that if He saw or see's this , He is more than likely livid . I will not mention His name . I am praying for this family .

I hope the citizenry remember This miscarry of Justice during the mid terms. And every election after. My self. I research before our elections. We have the time, before we cast a vote. Its not only our privilege but our DUTY! As a citizen to help to install the PROPER people! Not the just the Popular people! Into a political office. The wrong popular. Person can Create a MINDSET in a populace. Or a prejudice. Not only the education and background of a candidate before I vote. But as in the case of "vote to retain? It's always important " Who" appointed that Judge? And why? And why the bench was open. This District attorney has shone nothing but utter contempt for the people. And is more then likely, beholden to the police benevolent organization to help her with her campaign. Let alone the contempt with Karen. No one should have have had to endure. With such clear over whelming evidence and documentation. My heart and soul, goes out to Karen and her family.

My father was born in Loveland, CO & I always thought what nice sounding name for a town and had the intention of visiting my father's birth place. But NOT ANY MORE! Especially since I am 63 with my own physical disabilities. The so called "officers" have done damage that will trickle down in so many ways, and we have no idea what else has went on there and been covered up. I was outraged for Karen & her family! Not only was Karen abused, tortured, humiliated & forever changed but she is so tiny, fragile & defenseless. A gentle soul. Her remaining quality years have been robbed from her and her course of life forever changed. No amount of $ can ever restore that for her. And I am so very sorry to Karen & her family. But this does not imply for you to drop the lawsuit. Punish those responsible in any way possible & I hope prison time is part of it. After this is over take time to heal & just let your Mother know she is loved.
