Not sure about one part. If it's anything like the f16 radar it doesn't show the distance. There is a ring separating the outter and inner sections. Outter is out if threat range, inner is within letheal. So an SA10 while physically closer could appear in the outter ring while an SA2 physically farther is within it's weapon envelope.

Have investigated the flight manual and it says there are no threat rings, and closeness to centre is indeed signal strength.

I think you got the meaning of the outer and the inner circles wrong, from what I understand, they represent the level of threat that those emitters may represent, for example, imagine there's a SA-10 (S300) is located 50 miles out from your pos and an SA-3 is located 40 miles out, while the SA-3 is def closer to you, you have less to worry about as you're out of the SA-3 30km range and will be displayed on the outer circle, while the SA-10 IS a threat as you're within its 90km range (tho range depends on missile variant too) and will show up in your inner circle
