"Most Latino/Hispanics are bilingual or also regularly speak English" is a premature statement. Some Hispanics did ESL and still can barely speak English because so many of them did not develop their English skills at a adequate level on parity of an "average" native English speaker. Don't get me wrong, I don't believe those who speak English and Spanish well are an elite group of people. Many of them are average. As for the rest who are adequate English and Spanish speakers, they have titles such as police officer, fire fighter, Marines, etc. That is the reason why they wanted to speak English well.
