Why hasn't John just offered the "Fake death" package to the guy, complete with recognizable dead body, body resculpting (face, size, distictive feature removal,...), voice alteration, a complete new background equally as impressive as the old one but sufficiently distinct from the old one, and all for the low, low price of 50% of his wages for the next 10 years. It can even be double as onboarding! Fake-dead guy has potential, but he needs to be shown how to properly do it by a professional! And in the end, everyone is happy. Empire gets a confirmed AWOL kill, John gets a competent underling for once and now properly-fake-dead guy gets to be still only fake-dead instead of real dead! John even gets the info on Darth Jar-Jar!

Doesn’t even need to be fake death. They have Dragonballs. Have Nappa kill him, send the evidence to Imperial HR, and then wish him back to life. Contract fulfilled to IHR, he gets the Empire off his back, and Villain Support gets a new highly competent employee. They even get the bonus lawful evil points of twisting a contract to their own ends via dubious legal loopholes.

For those who are wondering tk421 is actually the guy who originally wore the armor that Luke wore on the death Star so the fake death wasn't even a fake death it was quite literally a complete and utter Fustercluck of finding any survivors after the explosion of the first death Star so assuming him dead was actually the right thing to do

I'd be more worried that he's not really a deserter, they just thought they found some of his armor from the Death Star when it went up, he ends up in rebel hands when Han remembers they still have a couple troopers trapped in one of the smugglers compartments and TK-421 manages to escape only to find out that he's been declared dead, his next of kin is a drunken asshole who'd already blown through his benefits and funds while refusing to help prove that he's still alive...he finally finds a workable job potential to start to rebuild his life, and then Nappa walks through the door...

He's not a deserter. In A New Hope TK421 was one of two Stormtroopers Han, Luke, and Chewie knocked out and left on the Millenium Falcon. It's more of a kidnapping situation than a deserter situation, where TK421 and the Trooper with him were probably tied up and thrown in the smuggler compartments of the MF (the ship). .....in fact, he probably escaped on Yavin-4 and was trapped there for.....who knows how long. I'd lie to Delores and keep him.

it's a nice example of part-time dramatics, ,we know all the fuss going on in the movies and stories but somewhere in the background someone has to do the grunt work of making sure the lights stay on in the empire, or the republic I gotta know if there is H.R. surely there's gotta be someone somewhere in the bowels of the Deathstar saying "we gotta get a frickin' Union in this place!" - there's no frickin' safety rail at near the control panel for firing the planet ending laser!, employees are at risk of injury when putting out the trash because of the monster living in the Deathstar dumpster - I wonder does the Empire have some civil servant dealing with something like the Health ,Safety and Welfare at Work Act 2003? One thing I will say is that I think these people are genuinely having fun making this rather like John Mortimer😊

TK-421 have been incapacitated shortly before Death star blow up. So he should have been sent to the hospital with major blaster burns and probably medically discharged. So he's not an AWOL, rather a paperwork error due to his documents being void. Get him a lawyer.
