I've been following them on Instagram for ages and also speak Japanese, so let me explain. Bisco and Mugi are sister rescue cats. They were found on a beach when they were around ten days old, and Mugi (the one in the video) was very sick with a virus. The reason why she has a watery eye is due to that disease, but the owners managed to nurse her back to health and save her eye. She would’ve been blind if not for the owners. Please don’t spread false rumors.
