The episode that introduced Flurry Heart then retconed it through Luna commenting that it is the first time in Equestria that an alicorn is born, which heavily implies that they weren't born alicorns

Because A) They consider her the equivalent of a Mary Sue character even though that would mean the universe would have to revolve around her even though her existence is more justifiable than the Cake Twins', and B) it hard for some people to grasp that despite her being a powerful child and highly intelligent she still exhibits normal child behaviors such as low patience and need for attention. As for the reasons parents hate her it's because babies are a pain and it implies Cadence and Shining did the bedroom waltz.
