It meant it back then too. The Samaritans were looked down upon because they were not Jews. The GS went beyond cultural and religious barriers to help. This is only my speculation, but I think that is why Jesus chose to tell the story in this way.

I think this fits into President Oak's previous talk about what is good, what is better, and what is best. All three people were going about their day doing good, but then the two stuck with good (which wasn't good at all), and didn't do the better or best thing. But the young lady did. What a great example to me.
