It's both math and psychology. Same with Riichi Majong. Although, Riichi uses far more tiles. The game is something like a combination of poker, and go fish. There are four copies of every tile (1 tiles in a single suit and 3 suits). There are also a number of "face" tiles: 3 types of dragon and the four directions. Finally, one 5 in each suit is red, and this tile is special. Hands are 13 tiles, and you can win the game by getting a hand containing sets of tiles in specific configurations. Some hands are worth more or less than others, and the first person to complete a hand gets the pot. During your turn, you draw one tile, and discard one tile. If someone discards a tile you want or need, you can call for that tile and steal the turn. You will take the other player's discarded tile instead of drawing, and play resumes as normal. This let's you skip over players. It's a little hard for me to explain as I'm a novice, but I deeply enjoy the complexity. It creates a lot more nuance and drama, I think. One of my very few Yakuman (best hands available) consisted of what's called 13 orphans. One 1 and one 9 in every suit, one of each direction, and one of each dragon. Eh, sorry. Rambling a bit.

Unless you are playing video poker you aren't playing cards you are playing people. Video poker isn't poker either to be successful you play a very patient conservative game called jacks or better.
