This is ASU. The "bridge" is Rural road bridge over Tempe Town Lake. The "waters below" is Tempe Town Lake. The Taco Bell is the 24 hour taco bell at Rural and Apache; it is frequented by drunk party goers at 2AM as well as a number of local homeless people, some of whom try to purloin food from said party goers. They actually have a security guard there who runs the night shift. The taco bell is next to a number of apartments and dorms. The drawings only serve to confirm this as they resemble the buildings at that part of campus.

We have a homeless problem around where I work. I had a guy run at me in broad daylight in the parking lot and I had to threaten him with my pepper spray. He backed off immediately, spun around, and took off in the opposite direction and down the street.
