Sell the building by block/area of the floor. For example. The cost for a 10 block area is 1 diamond or a 1 block area for 0.1 diamond. This way, the difference in floor area will be solved and the pricing will be easier to adjust. If Scar is selling cheaper than you, you can increase the area you're selling for 1 diamond. For example, a 12 block area for 1 diamond, etc. When the customer (whoever it is) is buying in bulk, lets say, multiple floors at once, you can give them an discount in price. You should also offer the service of providing renovations and make sure the customer has the best shopping experience to outcompete Scar.

Figure instead of a one n done you could turn into a landlord for the buildings, low initial payment for the floor(s) followed by a renters fee every week. Possibly keeping the fee low so while its not a large sum immediately, its a steady flow of diamonds that your renters wouldn't notice could end up costing more then a plot from scar. At least until they do some math that is.

I’ve had a really cool idea! One of the shops in aque-town should be a construction site. Kinda like what Keralis did in his city, but with the style of aque-town. It would really sell the theme that you’re going for, and look amazing. No clue what you would sell though. Maybe another concrete store? Or maybe construction materials? Didn’t really think that part through, I was just focused on the aesthetics.

The TNT tower floors can be sold for 44 diamonds per floor and 64 diamonds for the roof hence it's seen from afar and is pretty catchy the Wool Tower's first sellable floor can be sold for 32 diamonds because of the sheep sounds could be considered as a factor lowering the price and rest all floors 44 diamonds and roof 64 diamonds. Hope it helps Bdubs!

Prices for floors should be very cheap with some strings attached. - Maybe say each floor is priced at 20 diamonds but the first floor you buy has a 80% off (4 diamonds) - btw Grian has about 9 stacks of diamond blocks while most Hermits have about 3... make of that what you will :)

A limited land costs 1 diamond block in the shopping district. Let's guess that every Bdubs building has 4 floors, and a diamond block has 9 diamonds in it. then 9/4 = 2.25 (2 or 3?) So logically every floor costs 2 or 3 diamonds, but Bdubs can offer 1 diamond because.... (I don't know why) :)
