Electron withdrawing groups are not more or less reactive than benzene. They make the benzene ring less reactive. Electron donating groups make the benzene ring more reactive.

Are electron withdrawing groups also considered directing groups? Or is it only electron donating groups

No they can both be directing groups. Electron withdrawing groups such as nitro direct towards carbon 3.

I thought for No2 group it is direct substituted at 3,5? not just 3..
