US government allocates a small portion of funds specifically for small business. This is to help support small business and keep them competitive. Most of the government contractors are large (3 of them). There are also specific allocation of funds for women owned, minority, disabled, and veteran owner businesses. So I would take what is said in this video with a grain of salt

Working with government is slow and for a good reason, to avoid corruption and make sure the government buys at best prices possible so that the tax money don’t get spent for no reason.

Big defense contractors don't go after small contracts just because they're not worth their while. A lot of these contracts are allocated for small businesses and big companies are disqualified from bidding. Also, if too much of the work is done by a subcontractor, that is known as a pass-through contract and that is illegal.
