No matter where you are in the Pacific - Samoa, Tonga, Niue, Cook Islands, Tahiti, even New Zealand - you'll find it to a greater or lesser extent. And at a guess, I'm pretty sure anyone from the Caribbean would say the same. It seems the warmer a place is, the slower and more relaxed things get. Something Northern Hemisphere tourists should make an effort to understand; the holiday will go much smoother! 😆
