When you hit the ON/OFF switch, the conveyorbelts will move the other way, which also moves the P-switch and pushes you backwards. That's what's going on. You can also avoid the P-switch by ducking.

After it reaches the end of the track, it gets dislodged, turning it upright, and ends up on one of the blue platforms, allowing you to see and, as you saw, grab it. The makers of Super Mario Maker 2 put a surprising amount of thought into how conveyor belts move things attached to them. Sure, moving objects on top is obvious, but making things attached to or clinging to the sides or the bottom (upside-down P-Switches, Spike Tops, upside-down Buzzy Beetles, upside-down Spinies, Flying Squirrel Mario, upside-down Stretches) is pretty cool and easy to overlook or forget, especially when either the conveyor belt or an object attached to its underside is hidden somehow.
