I definitely prefer being colder than being too hot, as long as I have stuff on to prevent me from getting numb or frostbitten. This year has been more difficult in finding a comfortable balance because the weather is shifting so wildly and it's hard to acclimatize normally.

Historically I have got stuff online, in store at places like REI, and occasionally on eBay. Lately I've had better luck getting deals on the manufacturers' online stores, from companies like Gorewear. I used to be more proactive but if you constantly are on the lookout you can get good stuff at big discounts.

I think the main factor is whether a layer can block the wind. Something that is thin that can block the wind makes you feel a lot warmer, and typically I'm generating heat by pedaling, so I try to find a balance where I'm not too hot or too cold
