She might not have been dumped. Dogs escape and get lost too. I think she clearly had an owner that loved her. She doesnt look neglegted or traumatised as much as other rescue dogs. That is why you need to microchip your pets. I remember when i was a kid people would get the dog's serial number tatooed in the ear or inner thigh (same number as in the chip except you type it instead of scanning) i returned dogs to their owners 3 times in my lifetime this way.

Maribeth, not necesssarily true. You can still foster if your place is appropriate, and there are lots of other important support roles needed. Often, the support roles that rescues need aren't the most visible or glamorous ones, but they are so necessary. When people ask me what I need, I tell them "money, muscle and toilet paper, in that order," and they think I'm being funny, but it's what I need, not direct patient care. This isn't a hobby, I'm not going to put anyone into a dangerous position if they're inexperienced or unsuited, it's not safe for the animals either.

And if you don't microchip your pet, then it is not a lost pet. It is an abandoned one because the owner did not care to get it microchipped so he/she would be notified of the pet's location. People need to understand that it does not matter whether you forgot, did not realize the importance of microchipping. You have still abandoned the pet.

The dog could have been injured and the owner couldn't afford the bill to fix it and so abandoned the dog. Around here, it can cost you up to $100 to 'turn over' your pet to a shelter for re-homing if you can no longer take care of it yourself. A LOT of pet owners can't afford this, so the pet gets driven out into the 'countryside' and left there for some one else to deal with.
