You only break rank if you think there's risk of punitive outcome. PRISONER'S DILEMMA only works when there are repercussions. It's not the advertised philosophy but police ARE a gang, just state sponsored, and with Justice and Integrity as their guiding principles. If those principles fail to prevail in conduct, you might just have a well resourced gang on payroll.

The root cause of all this is the plea bargain system. it basically encourages prosecutors and cops to pile on as many charges as possible, and it encourages defendants to plead guilty or risk a much lengthier sentence. All this is mean to stop the court system from being overcrowded, but it also means that a lot of innocent people bite the bullet and plead guilty rather than risk a trial and the expense of a case in which they might be innocent.

I know this is old but her being a "scapegoat" isn't really any kind of defense. It's entirely believable (obvious even) that she was working with LE leadership to do all of this. The thing is...she's the prosecutor, and if that was happening it was her literal obligation to actively stop it if not bring charges addressing it. Instead she actively participated, and due to her status that means she led the whole thing, even if none of it was her idea. I also like how this is floating out there as if a scapegoat didn't imply high status co-conspirators.

The money brought in from probation and other “alternative court punishments”. Is probably huge. Drug court dui court and probation is likely their leading source of income next to tax revenue. Also look into the recent grants given. They are normally based on arrests, and convictions. Gang grants are huge.
