Other countries as said the tax is taken from the purchase cost of said number voucher/ticket bought/sold per country rate which varies from one to another, generally based on what info is given on Wikipedia, 12% goes to tax and only 53% goes into the prize fund of which is what the winner takes. The other percentage is spread over operating costs and funding national and local causes. Same goes for EuroMillions in the UK but only 50% of the funds goes tot he prize winner. In respect even in the few states with no state tax as income on lottery , the winners take home 67% of the prize after IRS tax alone, where I am from they impose 5% on the prize so I would only take home 62% of the prize money. Still far more than other country (nationwide) and multinational lotteries.
