Olga when a salesman tries to do that here in the US we call that the "bait and switch": "The action (generally illegal) of advertising goods that are an apparent bargain, with the intention of substituting inferior or more expensive goods." Great video Olga and you are one of the most fluid speakers I've heard. You flow from idea to idea very nicely and are enjoyable to watch.

I own a 2 room flat in east Ukraine, it's best if you speak with a local realtor, have her/him take you around and look at flats for sale, if you find a flat you like, present an offer, sellers will most likely lower the asking price, if it's an existing flat ask about the furniture what will come with it. Make sure you inquire about the utilities and communal fees, ask about the building maintenance, like how long does it take to fix a broken lift.does the water get turned off regularly, etc. Ask about loud noise at night or loud neighbors, make sure there are stores, drug stores, banks near by, make sure to ask the owner if he is current on all utility fees, because if he isn't once you own the property you will be responsible for all unpaid expenses.

Olga, you bring up a good point about American interiors, but I think it's mostly because at least in SF it's a sellers market so buyers usually can't be too picky or thy'll never be able to find something

Vsem Privet Olga! Thank you so much for your video about apartments and prices. In the U.S., an apartment that you can actually own is called a condominium, or 'condo' for short. Even after you buy it, there is a monthly fee (maybe $400 U.S.) to a condo association to cover the cost of maintenance of common areas, water, property taxes, etc. Is that the same in Ukraine? I love your enthusiasm. You put your heart into every video and it shows. You should be wearing sunglasses; you have a very bright future ahead of you!

Buying an apartment in advance (before it is built) is called buying “off plan” in the UK. I chose this method when I bought an apartment in Latvia, and everything was completely safe with full protection of a legal contract. The price was fixed at the start, but I only had to pay a deposit (I think 10%) when they began the project. The balance would be paid upon completion. Actually I visited the site myself and saw the bulldozers already at work, to be sure that everything was real! And also in the contract, if the apartment was not ready by the agreed date, the construction company had to pay a compensation to the buyer for each additional month of delay (i.e. deduct it from the price.) They completed it on time, the building was excellent and the apartment was complete painted, tiled, with wooden parquet floor and with fitted bathroom. Literally it only needed a kitchen to be fitted (actually “kitchenette” because it is a studio) which a Polish company installed for a good price. And of course furniture. So I definitely recommend buying “off plan” but be sure to pay attention to the details of the contract so that you are protected.

Nice video, for me 2 things are important: 1-. Sun light: Apartments with sun light are much "enjoyable" because you appreciate the color of your room. 2-. Materials: Beacause in case of Earthquakes you need your building to resist (look what happened in Italy this month). Is Kiev Seismic Zone? And what intensity? :)

As others have asked, are there restrictions or legal issues involving foreign purchases of property or in this case apartments? And you mentioned in another video each apartment has security or a concierge, is there a routine maintenance cost for that? Monthly, quarterly? Just some follow-up questions. Just some info for you. When you are Purchasing and you own the unit, we call those Condo's in the USA. Some people my might get confused because in the USA an "Apartment" is usually only a rental or lease. You never actually own it. Condo's you DO own. It's short for Condominium.

Has for the houses in the US it has to do a lot with suburbs, all the new houses in the US has a clone 99/100. While the furnishings and color might change but they will be super similar. Has for furnishings that a trend thing it changes with the time right now white, cream, and brown at big colors right now. Little things add small amounts of color, like pillows on all of those brown couches or stutters on those brown houses. Just some food for thought about the US. Fun fact there are over 110 guns for every person in the US, though not every on owns a gun.

You did a good job with this video. I had a friend who bought an apartment that had not been completed and got a huge discount as you stated. I don't know how the average Ukrainian will be able to afford a $70,000 apartment, seems way too high.

Great idea for a video Olga and the specifics were perfect as well as the various conditions you can buy. Here is a tip- when speaking of "Thousands".. there is no "S" at the end unless the amount is unspecific. Example: The Apartment is 35 thousand dollars or "I'm not sure how much perhaps many thousands of dollars" (Unspecific).

Olga, Being an American citizen,I need to tell You that houses in the United States are not all alike.Interior of homes are all different.Yes, maybe some people may paint their interior doors and walls white, but the furniture is completely different from home to home.Where did You get your information about this ??

Apartments in Kyiv are really affordable compared to my country (Singapore) A regular three-room apartment in a flat built by the government can easily cost more than US$300,000 (without furniture & interior renovation) even in the suburbs even though it is not very far from the Central Business District because Singapore is a city-state, a very small country. You can buy two 3-room apartments in Kyiv for the price of one car in Singapore :(

In the US builders or contractors take care of that here you have to get government permits. Here we have what you'd call "up to code"every thing has to be built a specific standardized way, SAFETY AND SAFELY. NO RENTALS????

Well,In Italy the prices of the houses are all different,many cities about 2000-3500 euro / ㎡,and in China,for example,Beijing,Shanghai,Shenzhen,guangzhou,Hongkong,the price about 6000-15000 euro/㎡,I’m talking about normal residence,and my city in China,it's about 1500-4000 euro/㎡.As we can see,The appartments in Kiev,not very expensive,but,we need also to think how much the normal people can make per month. I have some Ukrianian friends and I got some Chinese friends are studying there, they just told me,the life not cost too much,but the normal people are hard to find a job.Anyway,Hope you can do some video about the daily life of the normal people,or some city views. : )

Fascinating! Thank you for the video Olga. I will have to ask you questions by mail :-) But first, I think we would all like to know what are the extra fees you have to presumably pay for common services of the building, like for maintenance of the common areas of the building and for example the concierge/porter/janitor and for the lifts (elevators) etc? And are those apartments you showed near Metro stations connected to the centre of Kiev? Apartments like those you showed would cost about £250,000 (say $300,000) on the outskirts of London! NewCityMedia lol well in london even a 1 bed room apartment's cost is ridiculously high. I live in somerset area and prices ain't that bad in the south west of england. But i dont see any sense of comparing flats of kiev to london flats. I prefer kiev/ukraine apartments compared to England because atleast the ceiling are still high and its not like im hitting my head on ceiling lol. The heating sydtem in ukraine flats are brilliant and their gas n electricity charges aren't bad at all compared to what we pay in britain. Flats r horrible in england overall thats why i prefer houses.

Hi Olga, in Canada, the apartment building companies usually charge a monthly fee for maintenance of the exterior of the building, the building itself, and the common areas. Is there anything like this in Ukraine, or is it included with the purchase price?

@@Olga_Reznikova Thats bullshit. How can a monthly fee of lifetime duration be included in the selling price of less than a decent car, are we talking about apartments in kiev or huts in africa here? The truth is that the sale of apartments in the ukraine is a massive speculative bubble which is likely to burst at any time. 99% of the "owners" do not have actual legal title to the properties they are "selling", they have not paid the required taxes and will leave you holding the bag, and very rarely do any of these thieves have a government issued technical passport for these coffin sized caves they are hoping to foist upon naive foreigners. Further, real estate deals in US dollars are prohibited by law, leaving a ripped off buyer with no recourse to the courts in the aftermath of what will turn out to be an illegal contract. if you really want a laugh, ask the seller what grade of cement the building was constructed from and what density of steel rebar was used. You will get everything from bovine looks to completely bullshit answers to the effect that 8 grown men can stand on one square meter of slab, anything but the compressive strength of whatever material they used to erect their "monolith". My advice? Check out property in the neighboring country of Georgia; it is cheaper, more of them speak english, and the system is a lot more western than Ukraine. That or buy raw land and build your own house. Just make sure that you confirm the owners right to sell the property, use a jurist to represent you, never give these people cash and most definitely do not pay in any other currency but the hrivnya.

I think much like Poland, many places in Ukraine don't really have air conditioning because it is usually cold enough for much of the year such that air conditioning is really not necessary there. You can see from photos of Kyiv that the apartment units usually each has a separate air conditioning unit to themselves (for the apartments that do have air-conditioning)

95% of houses use boiling water for heating. Just the way how they boiled water is different: the most popular if heating by gas, but also people use wooden, and electricity. About conditioning: all apartments have centralized conditioning system, not just opening windows)))

they have window units or a floor wall unit called a ptac unit. i seen also mini splits but i think ptac units are the best option for heat/ac.

I've done a lttle research on the subject and I think they may use some type of radiant system in these large new buidings. In the winter they run hot water from a boiler thru a piped indoor coil ( the small radiators on the floor near the windows) and in the summer cold water into the same coil using a cooling tower/ chiller to cool the water. There does not appear to be any type of visable venting to the outside that is typically on a PTAC

Hi Olga, I notice apartment units far outnumber car parking spots. I think apartment blocks are built under the assumption that most residents will forever rely on public transport. Are car parking spots sold separately? And how much typically? Is there a limit on how many car parking spots an apartment unit owner can own? How good does authority enforce car parking violation (eg. random car occupying another person's own spot)? I know for a fact that Ukrainians like to park wherever there is a vacant spot that fits.

HI! Parking is huge problem for Ukraine and nobody cares about that. Yes, there are not enough parking place under every house, but a lot of modern houses have parking somewhere near the housing project and the price is 7000$. There is no limit for cars. But is smaller cities, nobody build parking near houses. It seems like if you have car - it's your own problem. So Kyiv has the best situations with parking)

A very interesting video, great work once again Olga. But I have a question, are there many Ukrainians who make a living from buying properties cheap and then reselling them on at a higher price to make a profit, like you suggested in the video. Are there many Ukrainians that do this for a livelihood? Is it also legal to keep buying and selling properties for a profit in Ukraine?

It's legal but I don't know if a lot of people do it. But I know that some people do. Not every property cost more expensive after it's finished... I think you need to know a lot about real estate situation on the market and in that case you will be successful.

Most of people have their own apartment. Most of families has1 or 2 children, not 3. SO they live in 2-bedroom apartments, sometimes 3 deb room apartments and this is pretty enough for them. I personally don't know any family where will be 3 children, so I even don't know how they live. Government has some apartments, but they have very little amount and people can wait for an apartment for 20 years.. But not so far time ago, in USSR, everyone received apartment for free. And that is why now almost all people have apartments. And when the grandparents died, for example, this apartment is for their grandchildren.. They can sell it and buy another one, for example... but anyway, this is how i works) Some people buy apartment using bank loan. Some people just earn enough money... Very different.

Hello, your videos are very helpful and thank you. My wife lives in Ukraine later this year she will be coming to USA. She is asking if it was possible to purchase a car while in Kiev. I have looked on-line to try and find information regarding financing a car, but I have not found anything relevant. Can you provide any information on how to do it and what is required? My wife doesn't seem to know.

I go to Kiev every 4 months, I rent by the day and lately the prices have gone up the roof. Local apartment owners forget how economics work, they want to charge in Dollars and not in their local currency. Everywhere I go in the world, the prices of Apartment go accordingly to the local markets and currency!

Exactly. This isn't the u.s. Why dollars? Imagine you go to rent an apt in Boston and the owner has the price in Korean Won. Da fuq? . My landlord in Kiev asked for more money bc Oct has 31 days! LOL! (I am already paying a lot, too much actually). So, no greedy attempt against me shall go unpunished. I told her "actually, I want a 25% less rent bc your neighbors offered me a flat much cheaper'. (was bullshit). She panicked, and called me the next day and said 'ok'.

Most flats listed in dollars are targeting foreigners though. No Ukrainian would rent a flat with the rent in dollars LOL! As the UAH crashed by 70%, in three years, the rent would have tripled. Everyone would have just moved out, leaving the flats empty. . I only had 2 days to find my flat. When I come back in three months, I will find a flat in UAH as it is now on sale 70% off compared to 3 years ago!

This type of pre owned apartment in Sydney you would be paying more than $500,000 of dollars for studio !! Ukraine is very cheap !!

I am now living in a one bedroom apartment with kitchen diner in central Kiev where the Luis vitton shop is. I have rented it. it is awful! it has cockroaches in kitchen. hot water comes really late to shower. the finishing looks good but with tacky stuffs. they do not use proper curtain. they use only translucent curtain. the cleaners are not clean. they actually not trained cleaner like in London.

what does it mean when you say the apartment is 30,000 usd? Does this mean thats what it costs for the year and you make monthly payments, im not sure how that works. In the US its a rent that you pay every month.

Privet Ola, What about apartments, in center of city, which are maybe 80-90 meters, which need to be fully repaired? I will be in Kiev, starting in January and have a one year contract, I need to complete. When I did this in St. Petersburg, I would buy apartment that needed to be repaired. So, I have one year. Is it worth my time to do remont, while I live in it and make it into Euro standard? At that time in Russia, 2001-2008, apartments were going up about 20% per year, plus the "sweat equity", for doing ll the work, on weekends. So, I would buy apartment for 40,000 dollars, do another 36-40,000 in repairs and sell it for about 150,000 dollars. My question is: In your current real estate market, is it wort my time, now, to do this? Are the properties, in cit center going up in value, currently? If someone would like to partner on a project like this, please contact me. No, I did not just live in Russia. I also lived in Kiev for 2 years and Odessa for one year. I am an equal opportunity hater, of American politics, so most of my adult life has been in Eastern Europe. Cpacibo bolshoi, Jeff And, your hair color looks great. Оля, вот не нужно вообще давать информацию о таких местах, как Смарт Хаус, если не изучали вопрос покупки-продажи жилья в Киеве досконально. Бывший заводской корпус «Киевского завода реле и автоматики» (цех в промзоне) решили реконструировать под жилье. Договор купли-продажи кто-нибудь видел? В Кадастровой карте нет никаких данным об участке - кому принадлежит земля под зданием и каково ее целевое назначение? Земля не в жилом фонде - никто не присвоит адрес такому дому - никто не выдаст правоустанавливающие документы на квартиру. Т.е. высокая вероятность того, что это здание не введут в эксплуатацию вообще.
