22:24 Oda once explained in the SBS column in the manga, if the clothes worn by devil fruit users will follow the shape of the wearer's body, for example Luffy uses gomu gomu balloons, his shirt and pants will stretch too, if the smoker becomes smoke his clothes will also turn into smoke, as well as ACE if he turns into fire. hats, pants, shoes will become fire. unless he takes off his hat then his hat will just be an ordinary hat.

If you look at the early concepts of the crew, Oda had a rough sketch and outline of all the crewmembers (even the most recent one) so I'd say it's foreshadowing since he's had the crew planned out for awhile.

Ace is so popular that he even got a spinoff series. It's a novel series, not manga, and while not technically cannon it's pretty decent. Technically contains spoilers for you though, so if you're interested in it just hold off on reading it till someone lets you know it's safe.
