Adapting to Goal Line Scenarios: Keys to Officiating Goal Line Plays in High School Football

This is a challenging play (if the QB throws) when we moved the umpire to the Offensive Backfield. I like the Umpire there but there are a couple of challenges. Also, with these State Tournament games, we don't get our normal 30+ minutes on the field prior to the game to put things in order. (Moving the markers)

Ok, so we have the crew get together, and the KCI flag is waved off - do we then have an IW? Was the whistle blown before R had possession of the kick? If yes, then rekick? If after possession, why?
