Also, it might be good to mention that the Bug Reports Link (set in the properties or by a plugin with a server link type) also gets sent to the player in the disconnect screen if the player gets kicked by a server error. So, players can easily click on the bug report link directly to open the bug reporting site for that server.

A plugin, no. Plugins can't do anything when the server is offline. But starting up a server remotely, some hosting providers might offer this

I am not aware of any proxy plugin that replicates this. So for now, the only way would be install the plugin on all playable servers
