Horde is a good place to learn they have standing and its non stop PvP that’s were I learned and it was great now I fila into other null sec alliance and hunt and if you got questions they got like 100-200 ppl in standing at all times and ppl willing to teach and help

Losing ships can be fun too lol. Seriously though, in frigs/dessies in FW or Insurgencies, there is plenty of LP and money to make in them. It's a great ratio between profits and character investment.
