The whip dancer is Alice's daughter Calico. She was 18 or 19 at the time. This is from the Brutally Live tour in 2000.

I'm a complete Alice Cooper nut. I love seeing people react to and enjoy his work! The song is thumbing his nose at those who think Alice should go to Hell for all the things he does on stage and the things he sings about and imagining the things he must do besides all of that as well. Snatching the whip away from the "punisher" is symbolic of that extra "f you" to them too. Many people like to clutch their pearls and miss the morality tales built into his compositions. Of course, nowadays, much of Alice's content is pretty tame compared to stuff that's out there now, but back in the day...
