What are you saying? The Empire commited mass genocides, exterminated whole Geonosian race and destroyed a neutral planet Alderaan killings billions. Empire was a cruel regime good only for the human race and only those living in mid or central core. They were inspired by literally German Reich. (And I'm not saying here that Rebels were better or anything, they've also had commited some crimes. War is never black and white.) Btw most of stormtroopers was doing this just to get money to feed their families. For the Empire they were just expendable resources.

Phasing out clones was a smart thing to do, as it gave billions of people job opportunities, and made people trust the Empire as they felt they had a stake in it. The Death Star, however, is probably the most moronic thing they could have created. It's comically evil, and I think George Lucas wanted to express that. He didn't want any Empire sympathizers.
