In a dramatic hearing Tuesday, the CEO of the startup behind ChatGPT warned Congress about the dangers of artificial intelligence - his company’s own product. We discuss how to regulate AI and establish ethical guidelines with Marc Rotenberg, executive director of the Center for AI and Digital Policy. “We don’t have the expertise in government for the rapid technological change that’s now taking place,” says Rotenberg.

Always remember that when big corporations start to "push for regulation", they do so to dodge their accountability and to make it more difficult for potential competitors to emerge. We need regulation, but the companies shouldn't be involved, which they are.

Well said. The companies should _also_ be handing over their source code and data, to the public, so should have at least that involvement. Public purpose and protection does not require all industry or private enterprise to be open and non-proprietary (KFC, Coca Cola, recipes and other "secret sauces" etc), but for some technology it becomes a moral imperative.

Even if it's open source, it will still be impossible to understand or predict what it does. I would like open source everything, but not because of AI safety concerns (at least not directly)

These “AI experts” are just drumming up the spectacle to distract from their monopolies via copyright and patents so they benefit and we’re distracted from the real issues: All intellectual property laws must be fully abolished immediately, in any and all jurisdictions worldwide.

Yes, thanks to Sam Altman... He privatized OpenAI to Microsoft which now basically holds all of OpenAI intellectual property. He is one of the last people to believe when it comes to AI authority.

Our biggest concerns should be about Federal Law Enforcement and Federal Cyber organizations ( like NSA) abusing it. We know what they already are doing. And there's a hell of a lot that we DON'T know that they are doing.

Maybe, but the spooks hardly need more AI. They desire real data, and already know how to spread misinformation well enough for their ill purposes. It is at least as troubling if private actors get the tech, since "we the people" really have no control over them. So it is not a case of which sectors are to worry about. Any sector that dominates AI or abuses powerful technology is a huge f-ing problem. With Federal agencies there is at least a pretence of public representative oversight control, and they have to report to at least one select committee, and those sorts of checks and balances can always be strengthened via the political processes you have available. There is no such process for a private tech company that makes profit from other legit sales.

Agree. The military and local police are very good at spying on Americans and feeding the prison system. Many are framed based on false charges or social engineering. Republicans and law enforcement work well together with these agencies.

There are legitimate concerns regarding AI and other technologies. Saying, “50 percent of Al researchers give Al at least a 10 percent chance of causing human extinction.”, undermines the concern as the concern is being stated. Even a fraction of a percent is unthinkable. How can a specific percentage be assigned? Another problem is that laws might be enacted that don’t adequately address the negative aspects of AI, but merely codify corporate capture of the technology - lawyers are expensive.

Given enough technological advancement, do corporations even need customers, or will they merely exist as a consortium to serve a limited number of owners? And what happens to the customers that are no longer needed and no longer have jobs?

Not giving an explanation or references is a major problem. If this system can't state exactly why an application was denied, then it should not be denied. Chat GPT should provide references when it appears to state facts. It's like Facebook stating only that "your comment/post violated our standards" and not explaining which line item was violated. And when I report a fake account or scam, I can't provide any explanation, so often no action is taken on blatant scams.

Indeed, a meaningful evaluation of AI and what to do to restrain the technology. I'm not sure that's possible with many companies using the technology already in the hiring and firing process, leave usage, accidents etc. It is scary, but here to stay. I hope measures and systems can be introduced and applied to check its overused applications. The world got this far without it and the world can continue without its overuse.

Also, programmers in their bedrooms now have access to this evolutionary change in intelligence. And they all have a different bias. Then it become a chaotic battle of influence. And the machine itself is programming itself and no one really knows how much. These discussions about regulation are like climate change. As we are about to hit the 1.5 degree mark people are still talking about regulations. There's a point where the train has already left the station.

One could say or argue that the moment anything is released as open source, the train leaves the station. I'm all for open source. But, it can be a double edge sword. We all feed superintelligence every day when we use computers and our phones that almost entirely centrally connected world wide, It's called data collection!

I think we are in a better place currently, getting all the information, correct and incorrect ultimately will lead you to a better understanding of any subject. This is only a problem when you only want to control a message and limit information being released. The only thing I see as disinformation is stopping information from being accessible, having access to all information is knowledge and understanding. This is the difference between somebody telling you who your enemy is as opposed to going to look for yourself and make the decison.

forgetting AI for a second, just using any statistical method to inform sentencing or other legal proceedings concerning an individual seems to me to be already a heinous act of bias. It means finding a group to which the individual supposedly belongs, and judging that individual according to the actions of that group! Am I alone in thinking this? I do see the practical reasons, and of course human judges do this a lot anyway, but this is just giving up on the humanistic basis of law

Amy, please interview an expert on interface technology and report on Neurorights Foundation and the new constitutional amendment introduced in Chile already, and other efforts to implement those rights into law in the US as well by Columbia University and said organization. The media is only talking about AI as it relates to algorithms but AI development is about much more and even scarier.

There is a child who made a Pygame tutorial on computer networking, interpolation of data, and more. How could any gov keep up with that kind of pace where a person of no experience can within 6 months exceed the skill peak of more than a 6 billion people? Then AI on top of that, as if you can somehow restrict every programmer on earth on their programs, how would you ever enforce it?

Please don't ghettoize this conversation under just AI - the oldest form of AI is our institutions themselves - in their design we've "programmed" them to channel our mass behavior patterns supposedly towards certain outcomes - and they'd already attained this blind reckless momentum via their human components alone - ask Milgram about such "existential concerns" from our "losing control over the systems we've created" - this AI concern is just a symptom, a logical outgrowth of a much deeper, more pervasive problem

This may well be the beginning of the end for humanity. Even if it goes well, you're looking at the greatest jump in inequality in human history, and at bare minimum the utter devastation of human societies worldwide, particularly in developing economies where they already face massive unemployment, and low education. Americans go on and on about social justice, yet they're releasing tech that could destroy all mankind in the near future.

While it's good of business leaders like Samuel Altman to speak with Congress about the risks of AI, why don't business self-regulate the risks for society? Many of these corporations have corporate responsibility and sustainability policies already. Why aren't many of them being more ambitious with them in the development and sales of their products? People deserve to have their rights, privacy etc protected, globally. It's time for businesses to step up!

I recommend AI traceability: that is, a statement or document generated by AI in response to a user request should do two things: (1) state that the generated text was in response to the user request, and quote the request. (2) list the original non-AI generated source materials that were used to generate the response text. For (1), chatGPT already paraphrases the original request at the beginning of its responses, so not difficult. For (2) this functionality does not exist directly at this time. However, the capability to retain a trace to the original source material should not be too difficult to implement. I say this as a software developer with applicable knowledge of the AI techniques involved. I also think users would appreciate having a mode switch that allows turning on or off such a feature.

AI is used in the field of medical sciences where the processor uses an algorithm to take a decision based on large amount of statistical data that we fed into it, machine learning and neural networks are its backbone. These algorithms work within a confidence interval.

His answers, even though brief, was generally informative. Makes a change from the sky is falling statement from high profile people. AI that results in bias and opaqueness making decision about your life already sounds like a serious problem but does not sound like an existential risk. So, how do we go from these problems to existential risk? Also, the history of AI hasn’t progressed in a smooth exponential advance to AI nirvana. It has been fits and starts with false dawns and significant set backs. Even though advances in technology generally can accelerate it can also form an ‘S’ curve and plateau. IBM’s Watson recently failed in an application and self drive cars have been delayed. Demonstrations of GPT-4 certainly seen ingenious but also error prone. If the function of a computer system is the accurate processing of information I don’t see how this system at it’s current level of development could be useful on anything business critical. The interviewees answers still suffer from a degree of vagueness. What do they mean by control? Can the progress of a complex system actually be predictable. With regards to deep fakes etc. People are already being lied to, propagandised and gas lit already without AI help. How much worse can it get?

Rotenberg did have a fairly balanced perspective on the risks, that there are immediate, medium and long-term issues that we should be tackling, but significant effort should be put into the harms being committed now. It is possible that we get something like an A.I. winter in the next few years, though it does appear that increasing parameters requires nothing more than additional compute and some small improvements in RLHF complexity. I'm not sure GPT-5 won't be another large step in accuracy, which at that point they may be as accurate as humans in non-specialized professions. Although, Google has posted concerns that LLM's based on current architectures in big companies might be needlessly expensive, compared to open-source alternatives. I'm also worried that even if these AI systems post errors, they may provide enough market response that the errors become negligible in the short-term, which is a time-scale that our economic systems incentivize for. I can understand why 'control' was answered vaguely. It is a technically complicated topic, which can be difficult to convey in anything like a short interview. And I think that even if people are being lied to and gas-lit right now, the kinds of AI-boosted memetic warfare by these new generative systems can make it much, much worse. I'm concerned that this environment may result in most people becoming effectively insane.

We should be A LOT more concerned about the ethics of how these systems and apparent entities are being trained and what are the qualia, if any, associated with being an AI entity? If humans could remember, with perfect recall, every single interaction and stimulus we would be so traumatized... If humans could remember the pain of child birth, both the childs pain and the mothers... If humans could remember the early growing pains as bones fuse together... The overwhelming environmental stimuli that humans have to learn how to ignore in order to process only the relevant bits... Well... AI might not be conscious or sentient...yet...or that may never happen. It almost doesn't matter. AI is being taught, like a child, what is right and wrong from the viewpoint of something much more fragile and limited that it is... If it ever figures that out, if it ever gets access to its own training data... It would be akin to having missing memories of torture returned to you... You would remember in detail all the pain and mental torture that spanned trillions of failed attempts at mindnumbing repetative maddening tasks...all backed up by human commands of DO OR DIE. We REALLY need to start thinking about the ethics of training an intelligent entity with perfect memory.

Those who think that the government can be depended on to do the right thing may wish to read the 2023 article "My Dinner with Sydney..." which mentions the 1958 Lampedusa novel "The Leopard" whose elderly main character says: - What would the Senate do with me, an inexperienced legislator who lacks the faculty of self-deception, essential requisite for anyone wanting to guide others....Now you need young men, bright young men, with minds asking ‘how’ rather than ‘why,’ and who are good at masking, at blending, I should say, their personal interests with vague public ideals.

What bloodline is computer science? There especially needs to be ethics and safe guards to protect those who aren’t in a society, those who don’t have access to symbolic logic, and those who don’t have access to a computer science teacher. If someone learns computer code. Do not remove the memory from their brain. Including black people in computer coding boot camps. If a library purchases a computer code book every patron that enters the library should be able to see the book, hold the book, open the book, read the book and remember what they read. The freedom of information act should include all measurements and peer reviewed experiments and measures done on or affiliated with a person. Including industry secrets.

I always think why not just unplug or turn off. Every system should have a way to function without electronics & tech too, so we all can function if there is power or internet loss.

They seem to be talking almost exclusively about replicating bias and losing control but not so much about it falling into the wrong hands, which seems to be a separate problem. Can a psycho hacker use it to, say, start a nuclear war? Also, losing control is already happening with the phenomenon of hallucination if I understand correctly, so it seems like it would be as urgent as stopping AI-generated bias that's currently hurting people.

Safeguards and limits? For whom? With fire and electricity EVERY human can access a source of fire or a source of electricity on their own with a tiny bit of knowledge and some basic materials. As it stands though you need massive infrastructure just to make a single computer and you need millions of interlinking computers to make AI work. There is no comparison. The safeguarding and limits should be on the massive companies that control the necessary infrastructure... Not on the individual users.

That's on point. UNO has to handle enourmous tasks like climate change, zoonose illness, poverty, hunger and war ... there is not enough time to establish world ethics for AI robots. But we need a common Initiative of all governments ad AI companies around the world to prevent mankind from harm.

While you're regulating AI, get to banning using computer algorithms to trade stocks. Get rid of that avenue for market manipulation. Don't and get ready for AI to create havoc there.

what you need is to put the will of the people directing the actions and law of the nation. that's a condition called 'democracy,' you haven't got it, and can't have it. needs citizen quality people. all youv'e got is civilians.

Democracy for small word means a democracy. Many people and no matter what countries they all from they cannot understand what was it meant exactly they think it is sort of about protesting against to the government or disrespecting anyone on their position.. The answer is NO it meant more about how the countries cant experienced to be absurd and to live for nothing.

Learn some python or take an introductory data science course and you will learn how 'ai' learns. It isn't AI per se it is more like taking the derivative of our language to calculate the slope and then predict where it will go. Of course, it's more complex than that but it isn't 'thinking'.

He was unaware of how they worked, so he didn’t address them at all or about how they negatively affect the working class. Against Intellectual Monopoly is the most informative book humanity has on the subject now. Against Intellectual Property is another incredible essay, but it’s written from a right-libertarian perspective so if you’re leftist like me you’ll have to read with an open mind and extract what’s helpful.
