Have a 2002 Dodge caravan. My son changed the fuel pump , but still not running. So I checked the voltage at the fuel pump only getting 4 volts. I checked the old fuel pump with a 12 volt power source and found it to be working, did the same to the new one and it works. I'm thinking there is a bad ground but don't no were to look for it. The battery ground has been cleaned up but still only 4 volts. Checked contact and it's good . Van will start with a squirt of starting fluid so ignition is good. Checked voltage at junction behind driver seat 4 volts. Any suggestions would be welcomed.

+Airtex/ASC Performance Pumps Thanks for getting back with me. I have traced the voltage back to the relay under the hood and found there is 12 volt going into relay and 4 volt coming out when relay is energized. Naturally I was like aha it's a simple change the relay , but that wasn't the case. I swapped relays another vehicle and my reley worked on that car but the other one wouldn't work on mine. Then I discovered something odd with the power coming out of the slots for the fuel pump relay. There should be power all the time on oin 30 if the relay but that isn't the case. This is a 5 pin relay and 30 has no voltage but the one diagnal to it has 12volts. When key is on pin 30 puts out 4 volts along with pin 85b which is the middle pin. The other two show going to ground although pin 87 shows between 200 to 200 ohms resistance. It's almost like it's the wrong relay but I know it isnt.

where is the fuel presure regulator on dodge caravan 03 is it on the fuel pump assembly or on the motor fuel rail. its pushing out heavy black smoke. i took out plugs heavy black with gas its flooded. so i figure fuel presssure regulator or bad ecm

Too bad nothing is mentioned about how to disconnect the wire plug from the fuel pump. It is very tricky to pull it off when you CAN'T SEE THE ACTUAL U SHAPED HOLDER that holds the plug on!!! You don't just take the (unnecessary) red safety insert out. That doesn't release the plug.
