Develop the flute voice on descending scales. It's not falsetto, but a very light chest (call it pure head voice). It gets very thick sounding, and makes singing in full voice possible without strain or getting tired. The falsetto that most teachers advocate is completely useless in rock. In fact, that approach will actually weaken your voice.

He got that power from developing his falsetto into head voice. That enabled him to belt all vowels. For some reason, he moved away from that approach and gradually made his voice heavier and less controlled by shouting with modified vowels, which made his diction suffer (a voice teacher is likely the culprit for this, but it can also be caused by oversinging). The 1989 demos really showcase his voice at its most flexible and greatest range. Edit: Hmmmm...I'm gonna walk this back, a bit. While falsetto is important to voice training, the head voice IS chest voice- it's an extension of it- so it needs to be strong on its own. All the falsetto exercises in the world aren't going to help someone with a weak chest voice, because falsetto is the opposite of cord closure. That said, coming at the chest voice too loud in the bottom range is the wrong approach, too. Sliding up from a fry is great for both thickening and thinning voices suffering from either or both extremes. It is a middle ground. I don't know for sure what happened to Layne's voice but have had an overly heavy voice myself, which is thankfully not trying to impersonate a bass guitar anymore.

i saw aic in seattle before they had a record contract, saw them open up for slayer, megadeth, and anthrax on the "clash of the titans" tour, saw them on their last tour......seen them a bunch of times. r they good now? yeah. but they'll never b as great as they were with layne. i even saw mad season in seattle at the croc. god bless layne. aic with layne was the best there ever was and the best there ever will b. disagree? get fucked.

I'm pretty sure they played Santa Monica Civic Center with Pearl Jam this same year, I went to that show. Moved to Seattle soon after and saw them a bunch more times. Met them in 1994 for the first time and saw them around town often.
