Could you imagine a country being run by three presidents? This is how the political system works in Bosnia and Herzegovina. And it is one of the most complicated systems in the world.

We'll it's better to have one thief than two.. ^_^ I guess all countries have the same problem,. In our country they want to change the form of government to federalism , increasing the bureaucracy and also adding more politicians to the system.

You see, then a Croatian president would never get elected because the Croats are the least big of the 3 peoples. Also, all politicians here are nationalists so if a Serbian president gets elected then guess what happens! Some good old indoctrination and discrimination.

Guess what, in federation there are 10 cantons, meaning 10 more presidents, 10 more parliamens, 10 more ministry amd 10 everything else that goes with it. And it's all naturally founded by country's budget. There is tenfold bureaucratic leaches there. When you consider corruption of all Balkan politicians, it's almost impossible to grasp levels of scams that are in play in the Bosnia. Total of 14 complete governments in a single country, thousands upon thousands of bureaucrats getting they salary (disproportionately high compared to average salary in the country) and not generating any income to the budget. And people still wondering why it's hard to live in Bosnia? It's because so much money that goes to the administration that it's insane. Imagine what that amount of money could do if transferred into factories over over time. And factories and other economic infrastructure exists in Bosnia, but they are questionably privatized and huge amount of them is closed. That's why youth is leaving Bosnia, but that is also why youth is leaving Croatia, Serbia, Macedonia and Montenegro as well, corrupt governments who have destroyed our industry, our banking system, who are paying millions of € for a 1 meter of highway (money laundering on expert level). And it's all encouraged by the EU so that they will get cheap laber force to come into they countries and that they companies could built their factories where laber is even cheaper. So I say carry on Serbs, Croats, Bosnians and everyone else, keep hating each other, keep listening to politicians who are selling you this hate, soon here won't be anybody to hate, won't be anybody to love either. Won't be anybody at all...

Papi Uno swapping minorities? You do realise that 50% of Bosnia is consisted of Serbs and Croats that are majority on 75% of the Bosnian territory. The only true solution is to have a loose federation of three entities that should have a right on independecy referendum in 5-10 years. The country as it is is not self-sustainable, and bringing people closer together is not a solution since the hate is greater now than before the war.

swiss system is clearly federal though, and it only has a bi-cameral parliament and a gov't at the federal level, no constitutional courts and no higher presidency. Indeed it's simpler than the US and germany.

@@BosnianBornBeast The reason why you don't see in the US ethnic tensions and wars is because the US has practiced for centuries a sort of social contract with new comers, who were obliged, when they came and demanded citizenship, to relinquish any tensions, conflicts or animosities they had in their previous countries of origin and become Americans. But in the case of Bosnia & Herzegovina, 2 of the 3 ethnic groups did not want to be part of the Bosnian state. That is why they went to war. In the case of the US, one who went there and planned to remain there embraced the American identity willingly. There is no such thing in Bosnia. Serbs and Croats don't want and never wanted to become Bosnians. Bosnians never wanted to become Serbs and Croats. Bosnia is a smaller Yugoslavia essentially. This kind of compromise will not last. It is clearly a failed state. The sensible decision back in the 1990s was to split the country. Croat areas should have been given to Croatia. Bosnian majority areas should have formed a Bosnian state. Serb areas should have been given to Serbia. And mixed districts should have been integrated into any of these states, Croatia, Bosnia or Serbia, under the condition that they remain autonomous.

Bosnia - 3 elected presidents. Qatar - 30 elected assembly members, 15 appointed by the king + 1 ruling family which chooses the king in their inner circle without consulting the public.

Birk Undae You also forgot that most of Qatari residents (almost 90 percent) could not vote as they are expatriates. So, the Qatari emir and 10 percent of population makes all the decisions.

The reason there are presidents for Serbs and Croats is cause they could not stop the Serbians short of giving them not 1, but 2 presidents and they would not have Croats as their allies without giving them one as well. Bosniaks simply don't have the power to rule over the country but are willing to do anything to keep it from falling a part, if they could they would subjugate both Croats and Serbs and take away their presidents and parliaments violently. But since they can't the only way to maintain even superficial political stability is to give them all these rights.

Because countries such India or Indonesia are post-colonial countries which is marked just by border rather than ethnicities, China was an empire then turn become Republic, while in Europe, countries are being built by its distinct history and ethnicity especially in the Eastern Europe, where the ethnic border form the border of country

@@__Man__ the only thing that benefit Indonesia is if there are representatives from eastern Indonesia. Out of our 7 presidents, only 1 of them are from eastern Indonesia, and that is Habibie from Celebes. Which by the way elected emergencily after the decline of Suharto. So yeah, practically that is not true democracy. Other than that, mostly our presidents are Sumatran or Javanese. I guess Indonesia only need 1 president, but with another candidates from East Indonesia.

At least they have money and only 'ONE' supremo unlike 3 presidents. Most Gulf kings are corrupt, yes, but they have enough money to afford it. Democracy can be equally corrupt where the spoils are shared by multiple politicians and businessmen. Welcome to my country India.

Binu Jasim That money will run out soon as the world starts using solar energy. Are you saying that India should become a dictatorship like China? In India, there are still checks and balances, and most people can vote. Meanwhile in Qatar, only 10 percent of the population (Qatari citizens) can vote, and even then, the Emir has the final say.

Bosnia does not have a prime minister! The real political leaders are presidents of two Entities: Republic of Srpska and Federation of BIH

Chairman of the Council of Ministers of Bosnia and Herzegovina. Council of ministers do not have real power, any disputed decision by entity members, is sent back to entity governments for final decision.

I'm sure the system can be changed, but it'll probably require that all self-identified ethnicities carry identification with said ethnicity written somewhere so that the right ballot is given. Having multiple executives aren't actually an impossible system for example Switzerland has 7 and they also have multiple linguistic and cultural groups working together for the better of all.

The problem with this entire system is that we who identify ourselves as ethnic Bosnians are not considered as a part of any constituent people. This is a problem because we do not have the right to run for presidency and change the Bosnian governmental system more effectively and finally make a citizen state. I sincerely hope we make progress.

I think they're doing things as well as they can. Unless you're from Bosnia you have no idea how complex our history really is. The fact that no war has erupted in the past 25 years is encouraging enough. I remember people saying in the late 90s that it will take at least half a century before things are even somewhat back to normal. Imo this 3 president thing is complicated but necessary if we are to eventually rebuild into a healthy country

I hear you, and I agree that the Dayton Peace Agreement has implemented peace, but this peace is just partial and hatred is still stirring in the background. I personally believe that the peace accord was very hastily done and its main “architects” did not fully understand Bosnia's history. Yes, I know, “who cares about history?” I hear people say all the time, but when you realize that division only escalated, the country’s national anthem is a cut-out of another piece and does not have its own lyrics, and the country’s flag is a clear smack in the face of Bosnia's history. Bosnia needs to become a republic, a country of its citizens and not its religious groups. Here is where the current system fails.

Everyone who speaks the Stokavian dialect (that mysterious language that people call Serbian, Croatian, Bosnian, Montenegrin) has a Serbian ancestry as Serbs were the only ones historically to speak that language (Croats spoke Chakavian). Literally the only way to solve the problem in the west Balkans is for Croats, Bosniaks and Montenegrins to accept their Serbian identity and create a country with Serbia, otherwise this region will be the laughingstock of the world forever.

It makes me think that local governance with fairly weak nations is likely a better way to go. In Canada the Federal government is fairly weak while provinces have more power and municipalities have a fair bit of power as well. There is a balance that needs to be struck between simplicity and autonomy that is always tricky. But I really think that local governance is always best. If this crazy sounding system creates that and prevents war then hey I guess that is a good thing!

Falls fact: "Bosniaks and Croats are stripped of their rights to run for presidency in Republika Srpska". Bosniaks and Croats do have the right and are running for presidency in RS, Ramiz Salkic (Bosniaks) was a candidate. And BiH does not have 3 presidents, rather 3 members of presidency where each 6 months they rotate as presiding of the presidency.

My solution would be a parliamentary system with President as ceremonial position. If a bosniak becomes PM, then a serb would become president and a croat would become chairman of upper house. A bosniak cannot be PM and president. The ministries in cabinet would be divided in three and the PM can choose which ethnicity can have which ministry.

Which I find irritating. I do not understand how this many ethnic fights occur over in Central Asia when all of them except Tajiks are Turkic sharing history, culture and linguistics.

What would you do then? Yugoslavia was only Yugoslavia because communist lords kept patriotism and identity down. You cannot force people to live together. In the West you force people but this will eventually fall.

Bosnians are not to blame for the complexity of our government. During the war of the 90s world community did everything in it's power to disable Bosnians to defend themselves against military aggression of serbia and croatia. Against all the odds Bosnian managed to get the upper hand and just before the aggressors where forced to run for ther lifes the world powers decided it's time to stop the war. If Bosnians were let to finish the job our country would have a simple government now. The complexity of our government is simply the fault of UN EU and the world so don't make the fun of it. We suffered in the war and we are still suffering just because of the "civilised world" shame on them.

Now think about this, Iran is a geographical area which is home to up to 30 ethnic groups! And people with different ethnicities been living together for 2500 years and we all proud to be Iranian above our ethnic background.

@@Adam-nw1vy I’m not a “Farsi”. Farsi (Persian) is a language not ethnicity first of all. Secondly, I’m ethnically Turkish. Discrimination is everywhere you cannot control it. Depends on what you focus on. In İran, we focus on our commonality more than our differences. So those kind of ethnic propaganda doesn’t work on us. We’ve been a nation for 2500 years and will remain so.

@@nikankhamisi1175 I beg to differ. The Iranian regime is extremely oppressive as we have seen from the recent protests. How could anyone dare show any dissent or have pride in their culture in a totalitarian regime like that? I've seen many people, specially from Balochistan, who don't want to be part of Iran. In any case, I personally don't mind if the whole world unites. What matters is justice, regardless of whether people are together or apart.

Switzerland has a federal council that has 7 members who rotate the presidency. Works fine for the Swiss. This system can work if one puts a mind into it.

Serbs and Croats don't want it to work, they want open borders and trade with Serbia and Croatia, Bosniaks on the other hand push for complete independence from their neighbours, the only reason the country is together is because Serbs and Croats are constantly threatened with war and violence from Bosniaks, EU and NATO if they act out on their secessionist tendencies.

I am not from Bosnia & Hercegovina, nor do I (try to) have any political bias, but I think, the only way, this state can handle its problems (unemployment, the outdated political system, debt, corruption, ...) in a decent way, is to stop segregating the people by their ethnicity. Only united this state can make proper progress. Greetings from 🇦🇹 (the northernmost Balkan country 😉) to all Bosniaks, Croats and Serbs in BiH and elsewhere! 🇧🇦 🇭🇷 🇷🇸

Why not bosnia and hertz implementing cycle system of presidency, which means for first 5 year, president from Bosniak ethnic is elected to be president, then in another next 5 year election, Croats elected and Serbs elected in the next 5 years after Croats. So people of bosnia and hertz only got a president only but every ethnic can be the president by using cycling system. You can refer on the presidency system in Singapore as recently they vacant the president seat only for malay community as their govt had reformed the constitution where, 'president seat need to be specialize on an ethnic if there's no people from that ethnic is elected to become the president of singapore'. Bosnia should do this system, it's an effective and equal for all ethnics in this country.

This happend because of Amercians. when we declerd indpendent and serbia declerd a war. After 3 years we started winning a war. But Amercians threaten to Bosnia if bosnian army started to returns its territories they will bomb bosnia. And we then got 3 presedents. A ruined economy that is falling apart even more. Republika Srpsak wonts indpendent (50% of Bosnian territory). Thanks America a lot.

There can not be any work on the tension, NATO has thrown it's full support behind the Bosniaks, since they are their allies they will support them in full no matter what they do and in turn completely alienate the Serbs and Croats. NATO will never get tough on the Bosniaks and extend any support to the Serbs for example because the Serbs are friends to Russia. And if there is one main NATO policy it's that there is no compromise with Russia.

*Disclaimer: Only an idea.* Why not a single president with 2 deputies from native parliaments from the other ethnicities? Example: President is a Bosniak, 2 deputies will be a Croat and a Serb. - Anyone can be president no matter the ethnicity. - Deputies will represent the ethnicity and chosen from their native parliament. (Tripartite parliament instead, but similar to US states system and UK devolved government). They may not be in the succession. - National Parliament is for all representatives (no matter the ethnicity) voted in districts and such. May be bicameral or unicameral. - Courts will be subject to depending on the state. A Supreme Court does major and national related cases. - Executive cannot exceed 49% single ethnicity staff of his own ethnicity, as well as the other ethnicity. - Supreme Court staffed equally among the 3 ethnicities. A Chief Justice is chosen by candidacy through a Judicial board that confirms justices. Chief Justice role is equal among the others. - If districts are considered unethnically gerrymandered, courts may deem it illegal and redistrict it equally and properly. If other Justices protest, they may send it to the Hague. - Native Parliaments will make laws regarding their own ethnicity or states. Deputy is chosen from here. - Native laws can be struck down by the Supreme Court if deemed unconstitutional or plainly offensive to the other ethnicity. This way, a tripartite presidency is effectively abolished and deputies will instead be the voice of the 2 other ethnicities to the executive Deputies will perform consultative/advisory roles. They will also be included in the National Security Council.

3 presidents indeed are too much, but maybe 1 president is just too little. You then get unrighteous nonsense like in Lebanon with a Chistian president. Bosnia also can work with 2 presidents just like the SPQR's 2 consul system or the EU. Bosnia namely has the Croats and Bosniaks which can cooperate and the Serbs on the other hand.
