If you're looking at a heater from a metre away, does it hurt you? The heat is basically infrared waves. An IR blaster in the phone that recognises you, is barely 1/10000th the size of your home heater. Simple answer, it's not a laser, just infrared waves, it won't hurt you. For experience, I've been using the iris scanner of Samsung s9 for 3 years now. Never have I faced the slightest sense of discomfort.
