More people in the comments are confused about how Post-Festival works than I would've thought... At this point in the game, to go with any of the girls (Ann, Makoto, Kawakami), you need to have already ranked her Confidant up to at least Rank 9. Max Rank 10 isn't necessary. Haru is available by default since you can't even start hers until the start of Sae's Palace, so the game hands you a freebie. On top of that, you deliberately need to have chosen to romance your preferred girl (Makoto, in this case) at Rank 9, otherwise she won't message you asking to spend time together. The game expects, since you've had multiple months to max out each of these girls (Ann and Kawakami since May, Makoto since June) that if you wanted to hang out with them here, you're already a couple with said girl. Back in the Hawaii trip, it was different. You probably based your expectations of wanting to be with Makoto at the Post-Festival from then because you got to walk the beach with her. The rules for Hawaii were different. You just needed to be at least Rank 5 with her by then, since most players hit the Social Stat brick wall (Rank 5 Charm, Debonair) and needed more time 'till they could romance her. Here, it's different, because the game expects you to have made your move already if you were seriously invested in the girl in question. TLDR; You need to be at least Rank 9 (Romanced) in order to spend time with Makoto here. You were likely only at Rank 7 or 8 by this point, and only just managed to romance her sometime after the Festival.

First Kasumi showed up, and that had an animated cutscene so that's probably static, but I hadn't even formed a contract with Haru yet and she was the one who showed up afterwards. My highest confidant ranks were Ann and Hifumi. I didn't even get a choice...
