I think Big Mom ,Kaido and Luffy should be in S tier as well Boa Hancock should be the lowest of B tier and before anyone calls me a simp , i have my reasons 1. Hancock is the empress of a HAKI based tribe where haki is a common thing and in this tribe , strength is beauty, and Boa Hancock is the most beautiful woman in the tribe meaning that her haki should also be hella powerful, considering that Marigold was able to use an advanced form of armament haki definitely means that Boa Hancock should atleast have advanced Armament and Observation haki and possibly even advanced Conquerors haki , also by the fact that when she used her haki to kick Smoker, he stated that her haki was extremely overwhelming 2.Sengoku himself had called Boa Hancock a DANGEROUS WOMAN and i doubt he said that because of her devil fruit considering the fact that he has extremely powerful haki her devil fruit shouldn't really be a problem for him unless he was actually hinting at how dangerous her haki can get It's my personal opinion tho

I think u ranked them well. Maybe Kaido could be S but makes sense. Also Mihawk is probably S tier, so are Xebec and Dragon. I know they haven’t shown much but it’s probably true mihawk has no DF and is shanks rival so that’s an easy one. Xebec took on Roger and Garp so yea. And dragon well his dad is S tier and his son is the MC S tier so another easy one.
