In the normal game it's not possible, you have to use cheats available like those in MAME or Final Burn Neo, you can "force" which characters you want in the duo

In theory, yes, because the name of Akuma's Hyper Combo is High Mega Gou Beam. However, Cyber-Akuma was not meant to be played with a partner, so the devs probably didn't bother to adjust the names of the Cross-Over Combinations with him, and in practice, when doing them, the name used is Akuma's Messatsu Gou-Hadou.
