Apotheosis enchanting can get very powerful and the libraries allow you to combine books. The Library of Alexandria is the highest tier and it will allow you to hold more enchants in the one block space. When you have multiple enchants in there you can combine them all into one book to put onto a piece of gear. It allows you to set up exact enchants in a single use location. The whole enchanting system with the bookshelves can get pretty intense, too. That's where you get the Sharpness X/Looting VIII/etc., but it requires setting up the different tiers of bookshelves. There are some really good spotlight guides on apotheosis enchanting that give you a full breakdown of how the system works.
