A few things: I’m pretty sure Life With Derek isn’t on Disney Plus because I don’t think it’s technically a Disney Channel Original Series. It played on the Disney Channel, of course, but it was filmed in Canada and you can tell the feel is so different from other Disney Channel Shows. Also, I just think Phil of the Future is highly underrated! I had the biggest crush on Raviv as well, and I LOVED that show. As soon as Disney Plus came out, it was one of the first shows I rewatched, and it did NOT disappoint! Still makes me laugh, and had one of the strongest ships of any Disney Channel show, in my opinion.

Only thing I think you missed mentioning are Brenda Song being in the first season of Phil of the Future. And speaking of cross-show actors, young David Henrie being one of Corey’s friends in That’s So Raven. That one guy’s name you were thinking of was Gregg Sulkin. Pretty sure he’s British but often plays Americans. Before he was Mason on Wizards I remember him from one of the Pass the Plate commercials where Brenda Song would show the audience how foods were eaten in different parts of the world. If you were including Life with Derek, I probably would’ve also thrown in Naturally Sadie which I only remember for having a catchy theme song and having that one girl that wins the talent show in Camp Rock play yet another character named Margaret. Oh and I think Shake It Up was starting around 2010 but I also was not watching the channel regularly by that point, whoops, so I’m not mad at it not being included. We have a super similar ranking except I would probably move Kim possible to God tier, sonny with a chance to raining teens for having one of the strongest ships in only two seasons, and life with Derek has to move to raining teens too. Everyone says it’s “so weird” that they had feelings for each other, but they literally became “siblings” in high school. There’s no blood relation at all, and I don’t think it’s fair to tell two almost 18-year-olds that they’re not allowed to explore a relationship solely because their parents fell in love. I don’t know, that’s just me. The whole “step” label is just that - a label. If there’s no risk of incest or anything then I just don’t really see the big deal, ESPECIALLY because they didn’t grow up together at all and they just met each other for the first time as young adults. I ship them, and I heard the actors who played those characters shipped their relationship as well. I don’t know, I just can’t see how them exploring a relationship (especially once they turn 18 and move out) would be wrong. Like what is inherently wrong with two people who are only related by a marriage that happened during their older teenage years exploring a relationship? I really can’t pinpoint anything wrong, because if their parents got a divorce, they’re no longer really related at all, so why does a silly piece of paper automatically make their relationship off limits? I think at that point - there’s no grooming, no risk of incest, etc. - it just comes down to the fact that they’re two consenting adults (once they’re 18) and they are allowed to do and be with whoever they want.

If I made a ranking, I would include 5 shows that aired in the early 2010s (Good luck Charlie, Shake it up, ANT farm, Jessie, and Austin and Ally) because I was still younger and watching Disney Channel when those shows came out. None of them are as iconic as the ones you ranked though - your god tier and my god tier are exactly the same. I think Good Luck Charlie and Austin and Ally would be Vanity Fair, the rest lower. I agree that Good Luck Charlie was probably the last of that iconic Disney show era. I'm 25 now and I also stopped watching around the time Dog with a Blog came out and I always wondered if it was because I aged out of it or if the shows just weren't good anymore. I prefer to think that all the shows before were just better.
