There's a civil war cannon on display across the street from courthouse park where I live. It's not actually in the park itself but that sounds really similar. It's called Courthouse park because the park is surrounded on both sides by different courthouses and the canon is right by one of those courthouses. I don't think it's a functional courthouse anymore, the one with the cannon, pretty sure that place is a museum now but it use to be a courthouse and the one on the other side of the park actually is a functional courthouse. The canon use to be on display in the front of the building but they have moved it to a blocked off area behind the building because of kids playing on it like you described... and now I'm wandering if we've met before without even realizing it...
