A rising India wants a seat at the table of global powers, and is ready to set its own terms on everything from defense to climate to trade. Dr. Alyssa Ayres, a senior fellow for India, Pakistan, and South Asia at Council on Foreign Relations, will join us to discuss how a fiercely independent India seeks its place as a leading power, and how the United States should respond.
At CFR, Ayres’s work focuses on India’s role in the world and on US relations with South Asia. In 2015 she served as project director for the CFR-sponsored Independent Task Force on US-India Relations, and from 2014 to 2016 as project director for an initiative on the new geopolitics of China, India, and Pakistan. She directs the US Relations with South Asia roundtable series, blogs regularly for Asia Unbound, and is a contributor to Forbes. In her most recent work, "Our Time Has Come: How India Is Making Its Place in the World," Dr. Ayres focuses on the ways in which India’s unique perspective shapes its approach to global affairs, and she will offer her insights to help us make sense of India’s rise.
Ayres served previously as deputy assistant secretary of state for South Asia, from 2010 to 2013, covering all issues across a dynamic region of 1.3 billion people (Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka) and providing policy direction for four US embassies and four consulates. Originally trained as a cultural historian, Ayres has experience in the non-profit, government, and private sectors, and she has carried out research on both India and Pakistan. Ayres speaks fluent Hindi and Urdu.
SPEAKER:
Alyssa Ayres
Senior Fellow for India, Pakistan, and South Asia, Council on Foreign Relations
MODERATOR:
Marsha Vande Berg
Executive Director, Pacific Pension Institute

This was the most precise overview of India's current position at the Global stage. Being an Indian...I am pleasantly surprised that someone sitting so far from India, knows so much about our Foreign policy, broader role on the global stage, internal politics and almost everything. She is so meticulous and flawless about her argument that it is hard to contradict her single proposition. The only other American analyst comes close to Alyssa is Christine Fair especially in terms of Security Affairs. I can't wait to get hold of Alyssa's book...OUR TIME HAS COME. Thanks for introducing India's vision to the global audience.

I think one difference between Christine and Alyssa is that the former has mostly worked on geopolitical relations between India and Pakistan and regional security, including state-sponsored terrorism. While Alyssa appears to focus on India's foreign policy from economic perspective. I haven't heard Alyssa's talks anywhere else so I may be mistaken, but I agree with you... it's good to see more western researchers studying India's global role.

True. I second that. I was going to say that, Alyssa has better insight into various aspects of our foreign policy, sounds more than an academic / bookish knowledge. Super amazed. In fact, she seem to have better knowledge in lot of areas better than most Indian Politicos.

@@lajwantishahani1225 Christine and Alyssa have two different premises. Christine is more pakistan centric and touches India from that angle. I don't know if Alyssa is working from that aspect.

But everyone including the BJP ignores the fact that this great growth was started by Mr. P. V. Narasimha Rao, who had extraordinary courage to change course inspite of heavy opposition by his own party. The sad part is that even South Indians are not angry about this. This will certainly lead to their complete slavery in the future, where their language, culture etc will be ridiculed and obliterated.

I think that we, in the United States, need to, to, manage our expectations and understand very carefully that we can deepen our partnership with India, but we should not expect that New Delhi is interested in signing up for everything that we, Americans, do on the world stage, because they are not...” [Almost verbatim]

Indeed, the Trump administration is extremely curious on India. India is the world's largest upcoming tax base, last and largest marketplace. India's primary shortcoming today is infrastructure. And this is made of bricks-&-mortar, land, sand re-bar, labor and trucks and some technical staff. Point-to-note is that Indian infrastructure is 10-25 times cheaper than $ US pegged infrastructure, probably even cheaper in light of historically cheap Global funding rates along with faith in India's debt servicing. The US, and the world should understand that India therefore must be seen in terms of power, value and purchase parity.

I am very glad to listen this interview . after so many time i found some one American who understand the indian in better way than the others. you are right world's powers kept away india from global governance purposely . like china try to stop india in NSG membership india start growing after 91 .because after 1991 indian economy open for globalisation but you are right it is till not open totally there are so many area remain close for 100 FDI So there is so much scope to india for future growth also as u mentioned iran and russia are close indian alia in last year's so think that india will join to USA group is not true as you mentioned india and USA has some common area of interest but also have some differences india never shift its foreign policy as fast as USA so Russia may be important country for india for some time span & iran is important for afganistan about minority in india the whole picture that shown by media/opposition party is not totally true. they try to creat fear in minorities. this is political agenda of opposition (the minority problem in india is nearly less tha half of gun firing in USA ) we are such diverse country so these type are problem happen in india sence 1800. it is not happening in recent years(i am not defending these things. i just want to put truth infront of you). & i think these type are minority problem happen erespective of any gov. but i like your views about india (there are so less member in western world who know india . we know lot of about western world but so many foreigners don't even know anything about india )

1. Let us all work not only hard but smart. 2. Let us give high priority to innovation and creativity in schools and colleges. 3. Let us all pay our fair share of taxes regardless of whether we are employed or self employed. 4. Let us take care of the facilities that our government provides us like roads, buses, trains etc. 5. Let us take care of the families of the soldiers who lay down their lives protecting us. 6. Let us focus on being self sufficient for our defense requirements rather than spending on buying defense equipments. 7. Let us collectively raise our voice to make sure that 1.35 billion people are heard and taken seriously in the world. 8. Let us keep our surroundings clean and only dispose garbage in the proper place. 9. Let us keep our women safe. These are some things which can be done to make India a great nation. Please add to the list if you can think of anything else.

First economic opening was done by PV Narshimaha Rao (who was later thrown out of congress party of india and congress party and the left are extremely corrupt and anti business and anti people) . Second economic opening was done by Modi, who allowed 100% FDI and foreign mass manufacturing and foreign participation in infrastructure development , as well as giving easy visa on arrival and eVisa to nearly all nations (except pakistan), which is very good for trade business and trourism (tourism has jumped up sharply due to Modi's reforms.

Brilliant discussion on a wide range of topics with some surprising insights provided by Dr. Ayres. However, towards the end of the interview the speaker appeared to have rushed through her analysis (based mostly on media coverage) of the present government and Prime Minister Modi's responses to certain domestic issues. Agreed, these are worrisome particularly the mob lynching incidents. But now I'm curious and want to know more about how Modi's shaping of India's Foreign Policy and how that can affect the next decade.

Well as much as I want to believe whatever Alyssa Ayres said about India, my exuberance is tempered by all the ills which my beloved homeland is struggling with. To enlist a few of these are Education (Most are not capable to participate in 21st Century Economy), Malnutrition (large part of population is suffering from it), Sanitation (Significant number of people still do not access to), Clean Drinking Water (Large parts of Indians do not have access to), Healthcare (People have no credible access to Healthcare services). At the same time, Below is also true: 1. Thriving Software Industry (Although at the bottom end of the value chain) 2. Growing Startup ecosystem (Currently part of top 10) 3. Large consumer base

Why not call out US role in the development of India's attitude. John Foster Dulles comes to mind, so does Mad Ellen half bright and others. The memory of nuclear energy for electricity in the early sixties, PL-480 and the abuse of influence etc. Times are changing, but that should not include surrendering sovereign interests. US has a tendency to freeze accounts of other countries to bring them to heal. This is sheer abuse of an advantage (dollar diplomacy). What is good for the goose must be good for the gander too.

Indian have independent mind n have tremendous capacity to absorb all evil eliminates...Indians r teacher of world in every aspects of life (political, technology, literature, economy, nature n univers) we have reach history, hertage, and understanding...American can try to understand India but it is very very difficult...we never cover up bad thing happening in our society like many other country...The writer describes that Indians are hungry for secured job....yes its true...people here r primarily responsible for family n they see their future with family...thus, insecured job like western model of society not welcoming for Indians...

The main reason India does not support China's BRI is because it's main part , China - Pakistan Economic Corridor ( CPEC ) , Crosses through Pakistan occupied Kashmir. She forgot to mention it or maybe she doesn't aware about it.

Any conversation about India's domestic issues must inexorably include a discussion about the jihad being waged against the Kashmiri Pandits (Hindus) by the Muslims. There is too much talk about alleged violence of Hindus against Muslims which is often decontextualized to the point of making the Muslims appear as some kind of underclass of victims who is constantly under threat by others. That is not so. Regarding mentioning of rape in India, let it be clear that the United States has a far greater number of rapes on a per capita basis than India. Let that fact sink in and also be part of the discussion.

In case of rape yeah this talked little bit exaggerated but also India do have very serious issue in crime against women and gender inequality many crimes in India is not being reported due to fear of Police and lack of awareness in public so we cannot compare it with other countries .

America leadership and business leadership and expertise ignored India since 1947 despite having large opportunities there in India. Sellers has to reach the consumer with benefits, advantages and opportunities and simplifying the procedures and regulations for better trade.

I believe the minorities of india should be protected and given confidence and opportunity to take part and contribute to the Indian economy for further growth for the future. There are a small percentage of Muslims that are millitant in thinking and are anti national. However, I believe the majority of Muslims are law abiding citizens in india and need to be encouraged to take full part in the indian economy . Neither should the overall Indian population surpress the minorities. If someone does something wrong , then irregardless of their religion, ethnicity or from which state he or she is from, should be made accountable.

Alyssa the perpetrators behind these crimes are arrested and tried. India is a federal structure Law and Order falls under the State Govt and they have taken actions under the law.

I wish she had clarified that. Because the way it came out, it sounded a lot like she was following the usual media narrative of laying it all at Modi's doorstep! Other than that slip it was an excellent talk by Dr Alyssa Ayres. Her nuanced understanding of India's strengths and concerns are laudable.

To neutralize threat of China, America need to take major countries in the region like India, Japan, Australia and other countries in the region. Russia always sided with India for want of manpower to counter hidden threat of China and North Korea.

Manmohan Singh benefitted from the Superb economy handed over to him by Prime Minister A B Vajpayee's Govt in 2004. The good work done by Vajpayee continued to deliver for Manmohan Singh ( who did not do any work ) till 2010 after which the economy collapsed. Then in 2014 in came Modi and things started to change. Modi is different from Vajpayee.

That's not true. Manmohan Singh oversaw the world's largest poverty alleviation in the world. While PM Vajpayee did hand over a good economy, PM MMS did actually steer India to a stable, healthy economy, which was one of the only economies to escape the 2008 economic crisis. He oversaw one of the most liberal social policy in modern India with real ground breaking reforms like RTI, Indo US Civil Nuclear Deal, the implementation of 6th Pay Commission, MGNREGA among others. Vajpayee was a good PM, but Manmohan Singh too has been a good PM for India on the whole, but he is much less appreciated.

You forgot that Dr Manmohan was the finance minister who brought lpg reforms in 1991 after which our economy started growing. Also in 2010 when USA suffered depression many economies failed in the world market but it's effect on the Indian market was rather insignificant. Now I should say that he was not a very good pm but he was a genius economist. I would give him that

Well regarding the UN security membership for a perfectly democratic country that has 1/6th of the population and 6th largest economy of the work only blind or blinded people can ignore us.... But the time is here when you will need this country to save you all money n grace from the forces of your allies.... It's only time.

I hate this kind of conclusion. India is on right path but rise ? I mean India will be a poor country for a long time. It has so much diversity that any non-indian cannot comprehend. I mean even in a state where there is a common language direct changes every 100km, food habit changes, god to whom we worship changes and not just social class of people. There is no other country in the world with so much diversity. I stay in a tier-3 city which has 6 different names. City has a name in English, Kannada, tulu, malayalam, urudu and beary language. We are basically socially liberal, culturally diverse, highly political and emotionally challenged ! It is not because of any political party that we are developing but because we want our future generation to do better than us. We will not be ally of any country but will also not be enemy of any country. We want to be friends with all because we have existed for 5000 years and know that it is the only way to live in peace. That's why we do not adhere to western standard of "if you are not with us then you are against us". We are still under colonial mindset, once we get out of that then we will be one of the leading country of the world
