so I used to play with this texture pack before and it worked fine, but now the sounds appear in the game but only seem playable through command, they don't seem to overwrite the vanilla sounds anymore

Thz sounds are playable within game but don't override the sounds aka they don't play without command

hey so I tried again, it doesn't work, also seems like you're missing a sounds.json file

sounds.json files arent required when sounds are in the same folders and have the same names, as it falls back on the default one.
