I think this type of city would be a prime candidate for a "Walking only" around the city with very little industry (FIlled by BiG tEcH as they don't generate trucks to fill orders.) As for the flooding, well it's like Miami and Osaka. You just have to deal with the massive death waves rolling over the shores like a GTA mod. You get used to it.

I was getting ready for bed when the "tidal waves of doodoo water" bit came up, and I very nearly lost the mouthwash I had in my mouth. Actually nowadays modern nuclear power is really safe. Living next to one for 5 years would have you absorbing the amount of radiation you’d get from eating a banana and it’s waste is literally mostly just radioactive water that sits in a barrel for a week and aside from sitting in a barrel for a week is perfectly fine to drink. However the flooding in this city would be quite a hazard for nuclear energy.

Iirc, the only liquid waste nuclear plants release is tritiated water. They are discharged periodically within safe limits. Each country sets its own limits, but the WHO sets 10 000 bq/l as the safe limit for drinking. There's not really a waiting period nor are they stored in barrels. The only thing to look out for is concentration of tritium. The radiation is fairly weak and wouldn't even penetrate skin. If ingested it passes easily as water in like 2 weeks and wouldn't have any effect unless the concentration is high. Furthermore, it naturally occurs in the atmosphere and falls down as rain. So it's always present in our water even without man made nuclear activity. Lastly, the waste stored in barrels are long term waste, usually refered as casks, and are made of concrete and/or metal. These are solid waste made of spent fuel, and when the plant gets decommissioned, reactor parts. Though, when they're stored in the nuclear plant, it's onsite storage, pending transfer to a long term storage site underground for the million years or just 300 with reprocessing, it takes to decay to safe levels.

I've never understood why nuclear power-plants are dangerous if badly staffed in this game, you'd think the devs would understand that all modern designs are fail-safe, they will literally shut off if something goes bad, it's actually more of a challenge to keep the damn things running. "and i've finally paved the city into a bona fide grid for improved traffic flow" oh, amphibian, you fool. jokes aside, I did some testing this patch and found that avoiding 4-way intersections at all costs is amazing for improving traffic flow. sometimes it's unavoidable, but in general i try to make most intersections 3-way only. this does involve sacrificing a little space efficiency due to the need for extra roads but the traffic savings more than make up for it. that and implimenting lane mathematics can keep you comfortably above 80% traffic flow even in large cities.
