Most of the population votes for him, not because of great love, but because he is the only normal politician who will not allow the collapse of Russia. So I think USA lot of budget go in this. About the language: it's the mother tongue percentage they are giving. 22% is the percentage of people who don't speak English as their mother tongue in the US, but obviously they do speak English as their second language. In the case of India also many people (next only to the US) speak English, but as their second or third language. I think at least 30% of Indians can speak English.
