There was too much momentum and political capital invested in moving ahead with the atom bombs, so they dropped them. An unjustified war crime either way. Obviously there is more to the story, but the bottom line is, the narrative of "it was the only way to make them surrender" was manufactured after the fact. At the time, every party knew Japan was finished. Japan knew it, the USSR knew it and the USA knew it. It was not "necessary" to force a surrender.
