Photofinish is what matters according to the rulebook. That line is the actual finish. Wout got there first. Also the camera placement had been checked. So i am guessing everything was in order. Also wout his wheel was in the air. That makes pidcock look ahead.

Can someone please explain to me why UCI cycling has the "finish" in the middle of the finish line, rather than the front edge of the finish line?

Problem is, the UCI does what it wants. Nothing changes. There is no solidarity in the peleton. The fact that tossing a bidon to a fan is illegal while dangerous finish line barriers still exist is all you need to know.
