I dunno. When Amy got upset about their relationship, she immediately went to another guy to push Sheldon into realizing he wanted her, intentionally inciting jealousy. And there was another case when she was on a date with a guy and ended up kissing Sheldon again (though this time the date cheered him on). Sheldon did move glacially slowly, but he didn't pull that kind of mind game on her. I'd say they're fairly even.
