An ethical hacker or white hats will always be steps behind red hats. The typical life of hacker would be; learn stuff > get employed > have skills and experience > realize flaws > get betrayed by own company or colleague > got fired and be salty > plan for revenge > execute revenge at the right time. But the most dangerous mistake to do by any entity is to fire the one that created the system itself and make an enemy of it.

Yes. Businesses and government pays you to hack them and identify their system's flaw. Pay can be hundreds or thousands for each time you are able to hack their system and identify the flaws.

They would pay well and take the hack on their own for future use to keep the control. If they dont like the next ceo or politician they can just sabotage the system and make a huge deal of a problem of it. People who pay for penetration testing mostly use it for their own benefit not for the system, user, or client.
