it's funny when Kevin talks about suggesting to Mosier that they shoot a movie with puppets because they hate dealing with actors and the like, considering that Matt Stone and Trey Parker did Team America for that exact same reason, however, they've said that production on that movie was so difficult that dealing with actors wasn't that big of a deal anymore

It means that the majority of actors are in a union and part of their agreement is that if they cast an actor or actress, they have to at least pay them a certain amount or what they call scale. I am not sure what the amount is but many big time actors will work for it if they believe the film is worth it but then get a bigger check on their next film to make up for it.
