For all of those wondering, the reason why the Amtrak train was so long was because of a mudslide blocking US-101 between Santa Barbara and Ventura. Therefore, until the freeway could be cleared up, a greater demand for use of the train was necessary, and those California Cars, plus the two Dash 8 locomotives were used for the increased demand until freeway access from Santa Barbara to Los Angeles could be restored.

In USSR and Russia - such freight trains used to transport soldiers sometimes. Or sometimes they attached passenger cars to such freight trains.
