OKAY so I did some research on the windsocks you were seeing. In the Japanese version of Animal Crossing, those flags can be found around town for "Boy's Festival", and actual event in Japan. In the game, this lasts from April 20th to May 5th. While the localized versions of Animal Crossing don't actually have the Boy's Festival event, their event name is called simply "Windsocks" and will appear during the early days of May

Those fish on the flag poles are more than just wind socks, folks. Those are carp, and people in Japan put them up each year during a holiday called Children's Day. The black carp represents fathers, and the red carp represents mothers. I had no idea that Children's Day was an event in the original Animal Crossing, though. That's really cool.

The PBGGameplay canon timeline is different from the PeanutButterGamer canon timeline. In the PBG timeline, he's wanted and on the run, but in the Gameplay timeline, Mitzi is still in the village, so he has yet to murder all of the other villagers. Turns out PBG lore is about as complicated as Hyrule Historia.

It's a reference to Children's Day, a holiday in Japan. Each 5th of May, they put up those fishes, each of them representing a member of the family, if I am correct.

It's a cultural thing in Japan. The game date of this video at the start of the video is 5/3, which is right on Golden Week. The carp streamers (koinobori) are hung up, and is part of Children's Day (5/5), where the people celebrate them, and wish for their happiness and health.

The carp things are koinobori! Carp wind socks. They're put up from late April to early May to celebrate Children's Day on May 5th, which comes at the end of Golden Week (a 9-10 day long holiday week.) The actual event isn't in the English version of Animal Crossing but the koinobori still show up.

I believe those "things" blowing in the wind are decorative windsocks. They give people a approximate wind direction and speed. The bottom windsocks in the game appear to be modeled after koi fish.

Teeeecchnically, to correct both of you, his final words on the matter were "Maybe, just maybe, we will come back to this series at a later date, but for now, I just cannot keep doing it." Although previously in that episode, he did say that he would "definitely" continue it at some point (and sooner than a year from May 25th, 2015). I guess that means that he is already officially a liar lol.

The flag with fish is a koi flag. In Japan (where animal crossing is made) people put it up outside their houses on children's day (a Japanese holiday) to represent everyone in their family.

Those fish are for kodomo no hi in Japan. Children's day (formerly boys' day). The carp flags (koi no bori) symbolise healthy growth, referencing a Chinese proverb about carp that turn into dragons by swimming up a waterfall.

Weirdly, the animal crossing wikis don't seem to have very much information on the events in the gamecube game (I guess since the game is sort of pre-wikis). The only thing I can see is from someone who was playing the Japanese version of the game, May 3rd is supposed to be "Gomi no Kinenbi" and if you go to the shrine/wishing well, you can get a Rubbish Dump Tile. At least, that's what happens in the Japanese version. I'm tempted to find my old copy and do some time traveling just to see what the villagers say.
