I have Piper on my island!! I was uncertain about her at first (since I'm not the biggest bird villagers fan) but she has quickly won my heart for how many times she's stood up for me xD (and because she's given me half the items that I've wanted the most)! I believe flowers first count after they blossom, but I can be wrong. I just know Isabella was annoying me about planting flowers, but no matter how many I planted she only allowed me to get 3 starts after they blossomed.
