admittedly I'm focused on drawing and painting right now, but these turn around exercises seem like they would be great practice for drawing. animating seems like good drawing practice in general since you get so much mileage in a short amount of time with really important stuff like shapes, movement, perspective, emotion, etc etc. sort of convincing myself to pick up animating while writing this, maybe replace some of the dry perspective exercises that I loath with some animated ones

I should've addressed that in the video. It is a challenge but I would track the points of each hair shape like a ball rotating around a circle (I show that in the animation basics video)

Think about it this way. Professionals on a job would never do that. Because you want to be consistent and on model. and you want the experessions and movement to feel as believable as possible. Perfect example is any anime making of video youll see model sheets and often times animators will have mirrors so they can act into the mirrors and reference they're own movement. If you have a a unique idea you want to animate film yourself doing the movement. It will always look more believable.

Isn't modeling it in blender and using grease pencil a more useful tool for 360 animation?

Yes, but the purpose of doing this exercise is so that you can get comfortable rotating characters in 2D. There's a lot of advantages to 2D animation in general which is why it's still used over 3D in many cases
